Resp & Qualifications

PRINCIPAL ACCOUNTABILITIES: Under the general supervision of the Manager or Director, the position s accountabilities include -- but are not limited to -- the following:
1. Supervises a team s daily activities. Assigns work and delegates responsibility and authority to team members. Provides regular performance feedback to each team member, generates performance plans and sets goals, conducts performance reviews, and recommends salary adjustments. Hires, motivates, coaches, counsels, and develops team members and ensures that staff has appropriate tools and training. Ensures that team members are kept abreast of all relevant standards and methods. Maintains resource models to ensure that resources are utilized appropriately to meet key goals and objectives. Assists with the management of the team s budget.
2. Guides and participates in planning sessions to ensure that the team s operations and long-range goals are coordinated with other department staff, IT, and clients. Provides input to the development of project management plans for day-to-day changes, corporate initiatives, and other projects. Provides resource estimates, timeframes, and provides input to cost/benefit ROI business cases and budgets for initiative projects. Supervises and/or performs corporate processes for systems change management, spanning request submission, review, validation, prioritization, scheduling, and status reporting.
3. Ensures successful completion of day-to-day changes, corporate initiatives, and other projects by providing day-to-day supervision of team and/or matrixed resources to ensure effective Systems Development Life Cycle (SDLC) activities spanning request analysis, requirements or specifications documentation, acceptance testing, development and maintenance of operating procedures operations support, and implementation impact assessment. Also supervises successful completion of other tasks, such as daily maintenance of systems control files, benefit files, and reimbursement files, processing of trading partner transaction files, updating user documentation, etc. Supervises use of team controls and processes for production systems support and monitoring, which includes issue analysis, tracking, and resolution. Serves as subject matter expert in areas of system/business expertise.
4. In order to plan, coordinate, and implement projects and resolve issues, communicates with CareFirst management, IT, and internal/external clients, as well as vendors, consultants, auditors, other Blue Cross and Blue Shield Plans, Blue Cross Blue Shield Association (BCBSA), the FEP Director s Office (FEPDO), and the Office of Personnel Management (OPM). Supports the management of critical vendor relationships for CareFirst and oversees the technical administration of outsourced business functions Supports the oversight of coordination with internal/external clients to promote and expand adoption and improve usage of systems capabilities.
5. Researches technical, business and theoretical developments in the field to identify opportunities for improved systems and/or business processes.
Travel between all CareFirst locations may be required.

QUALIFICATION REQUIREMENTS:
Required: Bachelor s Degree (or relevant equivalent professional experience) with a minimum of 5-7 years business and systems background. Experience with software development life-cycle and project management task leadership. Demonstrated ability to mentor, develop, and motivate associates.

Abilities/Skills: Demonstrated prior experience with technologies, systems, and business processes supported by the department (e.g., claims processing, enrollment and billing, financial, etc.). Experience with supervising various sized teams. Prior experience with job functions performed by the team (e.g., business/systems analysis, database development, etc.). Must be able to evaluate demands on a timely basis and distribute resources effectively, establish and manage multiple priorities, and respond appropriately to unplanned events/projects. Must be able to coach, develop, and motivate others. Excellent written and verbal communication, interpersonal, analytical, and problem-solving skills. Must have the ability to negotiate and manage customer relationships and expectations. Extensive Personal Computer (PC) skills including Microsoft Office software such as Word, EXCEL, MS Project and PowerPoint are preferred.

Preferred:

Health care experience preferred. Broad knowledge of CareFirst organization and systems and business processes. Experience in industry best practices for project management (including resource estimating, tracking, and metrics), business/systems analysis, and software testing. Demonstrated competence with full software development project life cycle. Experience with software tools used by the department. Experience with both mainframe and client/server technology.

- Customer Service experience in a fast paced environment -Broad knowledge of technical application, systems and process used to enable customer service

- Salesforce knowledge and experience

- JIRA knowledge and experience

- Reporting experience (e.g. SQL, PowerBI, etc.)

- Experience managing people and/or process across multiple sites

- Experience dealing with both internal and external clients
