Responsibilities

The Principal Access Representatives are directly responsible for the following activities related to the completion of registration, securing sponsorship and completion of applications for County, State and Federal funding programs successfully. Activities required in this position are reception, registration, insurance verification, payor notification, authorization verification, securing sponsorship, educating patients or family members on various programs ( Medi-Cal, Medicare, County Medically Indigent Services, Victims of Violent Crime and other financial assistance linkages), completing applications for assistance programs, making appropriate referrals and notifications, collecting payments, co-pays, and deductibles, and assuring all avenues of reimbursement or assistance are pursued to guarantee payment for uninsured or under insured patients.

Required Qualifications

* Extensive and detailed knowledge of coverage benefits, authorization and utilization review requirements for each payer type including but not limited to: third party liability, Federal Government payers (VA & Mcare), State (Mcal, Mcaid, & CCS) and local (CMSP) government payers, Private and Commercial payers, HMO, PPO & EPO plans.

* Experience analyzing a variety of factors to determine and select accurate coverage based on visit type

* Experience determining payor priority and identifying which insurance plan has primary responsibility and the extent to which all other plans will contribute towards medical expenses if the patient has more than one payor

* Experience quickly assimilating and retaining a large body of financial information

* Experience determining appropriate eligibility verification processes associated with the payer types

* Ability to problem-solve and make independent decisions based on established guidelines and work flows

* Ability to create and implement viable solutions, and follows through to ensure a problem is resolved to the satisfaction of all parties

* Ability to develop and maintain cooperative and positive working relationships with customers (insurance companies, physicians, clinicians, and all other UC personnel) using a proactive approach to negotiate and achieve positive outcomes in difficult situations

* Decision-making experience to independently use delegated authority to take action, and to recognize when it is appropriate to seek assistance from others when limits of delegated authority have been reached

* Experience maintaining discretion and applying HIPPA rules and regulations to all aspects of this position

* Experience interacting professionally and compassionately with sick, severely injured, mentally ill, and emotionally distressed patients and families while still accomplishing tasks in an efficient manner

* Ability to performs job tasks quickly, efficiently, accurately and with composure while under pressure, during downtime, heavy or emergent workloads, with interruptions and potentially volatile situations

* Excellent written and oral communication skills

* Proficiency with health-related computer systems



Special Requirements

Must be able to perform data entry functions for continuous periods of time. Must be able to type on standard and reduced sized keyboards or tablets. Must be capable of presenting and maintaining a professional, yet compassionate image while interacting with sick, severely injured and mentally ill patients and their families. Must be capable of maintaining composure while working under pressure. Must be flexible to work schedule changes and be on call in the event of a disaster alert. Mandatory overtime may be required on occasion. This position may be subject to a criminal background investigation, drug screen, Live Scan fingerprinting, medical evaluation clearance, and functional capacity assessment.
