Our Services Acquisition Management Department is hiring a Contract Specialist who can share their value in the areas of early acquisition planning, acquisition strategy, source development, and proposal evaluation. In this role you'll have the opportunity to acquire vital goods and services that help the Laboratory accomplish its outstanding mission.

Responsibilities:

* Adhere to applicable directives, federal regulations, and approved purchasing system policies (e.g., Federal Acquisition Regulations, Department of Energy Acquisition Regulations, DOE Policy Flash, etc.)

* Evaluate vendor proposed pricing through recognized analytical techniques (e.g., Price Analysis, Cost Analysis, etc.)

* Maintain detailed documentation to justify decisions, conclusions, findings and recommendations.

* Acquire and maintain a solid understanding of relevant laws, regulations, policies, standards, and procedures. Apply this knowledge to specific issues or challenges.

* Collaborate with others to address challenges, seek improvements and achieve the goals and objectives of the laboratory.

* Use computer systems or applications to access, build, edit, print, send, retrieve, or manipulate analytical data, files, or other information.

* Use established Integrated Safety Management Systems principles to insure work is conducted safely.

* Perform procurement actions including advanced planning, requirement development, vendor sourcing, solicitation, proposal evaluation, vendor selection, award, administration, delivery, and closeout

* Utilize established concepts and techniques (i.e., evaluation of scope, risk, customer objectives, etc.) to select appropriate general provisions that align to preferred contract type

* Provide direction and assistance to requestor in development of requisitions and other procurement-related issues, particularly in appropriate utilization of automated systems.

Requirements:

* Bachelor's Degree and 2 years of relevant experience or Master's Degree and 1 year

* Must be able to work effectively with automated data processing systems, to communicate accurately with customers and subcontractors, and to accommodate multiple tasks concurrently.

Note: This is a multi-level posting. The selected candidate will be placed at the appropriate level dependent on depth and breadth of relevant experience and skills.
