Program Manager, Consultant Communication Transformation at Blue Shield of CA

Job Description:

- Serves as the Communication Transformation Program manager working with program drivers and teams to execute the Communication Transformation roadmap including the implementation of our Digital First Strategy (Policy, Digital Adoption, Auto Digital Opt-In at Enrollment, and Turn of Paper Pillars)

- Identifies end to end member experience opportunities, develops strategies, and organizes work for effective delivery to achieve the transformation goals and objectives

- Change agent for the organization and our customers in the implementation of our Digital First Strategy including telling the story and influencing key stakeholders across company.

- Management of communication transformation workstreams (includes risk, issue, and dependency management) and communicating status to the Transformation program and key leaders.

- Serve as point person between the Communication Transformation program and Markets Planning for any initiatives identified through the Communication Transformation roadmap. Responsible for helping define scope and shepherd through developing initial ROI.

- Identifies and solutions cross-functional communication challenges and opportunities as it pertains to members, providers and brokers, in partnership with transformation workstream leads (billing, product, claims), and the business owners

- Leads meetings with the Communication Transformation Owner and Driver for executive briefing, decision making, and escalation.

- Collaborate with finance on program budget and benefits to assess return on investment and to track benefit realization

Education/Credentials:

- Minimum 5 to 7 years of cross-functional, cross-disciplinary program management experience or equivalent combination of education and experience

- Bachelor's degree preferred

Candidate Profile and Requirements:

- Experience in managing highly visible, complex, cross-functional programs or projects in a fast-paced environment

- Proven success at rapidly completing high priority and/or highly sensitive projects.

- Proven success at working across an enterprise and within all levels of an organization.

- Demonstrated strengths at thriving in highly ambiguous and evolving environments, as well as high profile, urgent situations.

- Knowledge in developing and implementing company-wide, organizational development or process improvement programs.

- Knowledge of BSC or similar health care organization structure.

- Subject matter expert in sophisticated, best-practices organizational development, process improvement or project management processes

- Demonstrated experience collaborating and negotiating with managers and executives to drive organizational change.

- This position may require 10 - 20% travel

- Physical Requirements:
Office Environment - roles involving part to full time schedule in Office Environment. Based in our physical offices and work from home office/deskwork - Activity level: Sedentary, frequency most of work day.
