Job Description:

RTI is currently recruiting for an IDIQ Director, to help lead the pursuit and management of current/future IDIQ contracts in support of our Social, Statistical, and Environmental Sciences (SSES) Group.

The IDIQ Director leads the key IDIQs and is responsible for maintaining pipeline, distribution, workflow, and IDIQ Task Order proposals across SSES. This individual will support RTI leaders and Strategic Account Executives by providing IDIQ knowledge, and expertise. The role will also ensure that the necessary marketing, advertising, and artifacts are created, updated, and regularly available for external use. This role will be key in any bid decision making for future Task Orders. Will also be responsible for marketing IDIQ vehicles to targeted customers for organic and new growth opportunities. Will be the key POC with Federal Contracting Officers for strategic IDIQ's across the institute.

Other duties to include, but not limited to:

- Negotiate and administer significantly complex IDIQ proposals and contracts
- Provide expert guidance on various rules and regulations (Federal Acquisitions Regulations, Standardized Regulations, OMB Circulars, and other procurement regulations) in support of target IDIQs
- Ensures Task Order opportunity notice distribution to potential delivery organizations including subcontractors
- Interfaces with client, meets and communicates regularly, sharing knowledge with staff
- Completes competitor reviews and assessment for IDIQs
- Manages communications, compliance, and contract modifications on IDIQs and Schedules, sharing intelligence internally
- Attends and participates in industry events to strengthen customer relationships with those that use IDIQ vehicles for procurement
- Participates in Task Order pursuits assisting Capture and Proposal Managers with proposals
- Documents and reports on IDIQ Task Order Management process and performance to RTI/SSES leadership and managers
- Ensures that the necessary marketing, advertising, and artifacts are created, available, and regularly updated for IDIQs
- Markets IDIQ to clients, ensuring that external website is current
- Trains staff about the IDIQ, how to use it, and potential opportunities
- Monitors activity on GWACs and alerts staff of potential changes, trends, or issues requiring RTI strategic response.
- Ensures capture efforts are initiated for re-competes of existing IDIQ's and participates on capture teams, serve as Blue/Green/Red/Pink reviewer, support external audits
- Ensures that labor categories are kept up to date, coordinate with managers about placement of staff in correct categories, negotiates labor categories with clients in coordination with contracts
Location is flexible for the right individual, to include telecommuting.

Required Education and Experience

- Bachelor's degree and 10+ years' related experience, OR 15+ years total experience
- Government wide, best in class vehicle experience
- Has experience managing large IDIQs
- Advance knowledge of standard contractual agreements and regulations that include: CFR, FAR, DFAR, AIDAR/ADS. Standardize Regulations, OMB Circulars, commercial regulations and other terms and conditions.
- Proficiency in computer-based business applications (Microsoft software products, such as Word, Excel, Outlook or comparable software).
- Knowledge of general corporate business practices, government and commercial contracting regulations and principles, and subcontracting practices.
- Experience working in a cooperative, collaborative manner with government clients.
- Expert analytical and problem solving skills.
- Highly organized.
- Exemplary written and oral communication skills.
- Proficient negotiation skills and understanding of the negotiation process.
- Ability to meet business-driven deadlines and commitments while maintaining a high level of quality and professionalism.
- Ability to exercise independent judgment in developing methods, techniques and evaluation criteria for obtaining results.
- Ability to use sound judgment in setting priorities of a high volume work load.
