Job Description:

The Clinical Account Manager (CAM) position plays a key role in various multi-functional projects critical to Magellan Health in achieving its clinical and operational goals and objectives. This position is located at the Maryland Department of Health in Baltimore, Maryland with business hours between 8 am and 5 pm. The CAM's responsibility is to manage all functions related to operation of the state's preferred drug list (PDL). The CAM's major responsibility is to serve as clinical liaison for assigned Pharmacy contract. Manages overall client relationship. Participates in the development of clinical management products and services such as monographs and position papers. The CAM's activities address impact on clinical practice, customers, operations, program integrity, and pricing. The CAM tracks the appropriate metrics to monitor the quality and care cost impact of the client's program, including market share shift, total rebates, and total net spend. The position requires communication across all departments; an understanding of the strategic impact of the pharmacy programs for the company and the state; knowledge of how Magellan Health programs integrate with the state's clinical initiatives; and expertise with data management as well as clinical pharmacy practice.
Essential Functions:
•\tDevelops, implements, and monitors Pharmacy & Therapeutics Committee activities and timelines, ensures all necessary facilities, support, tools and technology are available, and follows up as needed. Meets with business process owners and other appropriate personnel to identify the project's goals, objectives, critical success factors, and success measures.
•\tWorks closely with Magellan Health drug information, contracting, and data analyst teams to ensure consistent delivery of approved programs to their client. Ensures operations are standardized at the fullest extent possible. Provides overall project coordination for the contract's clinical and operational functions.
•\tLeads the development of clinical program enhancements and better practices. Assist with development, enhancement, and maintenance of operational functions, policy and clinical support and provider education. Clinical writing to support class reviews and other clinical projects. Responses to clinical inquiries of the state. Continuing education presentation development and execution to state staff.
•\tAbility to create clinical decision flow charts/trees and able to review medical information for prior authorizations.
•\tA self-starter and motivator and able to investigate to resolve or find solutions to an issue/problem.
Assists in modifying implementation approaches within budget and operational framework.
•\tRevenue Generation
o\tEnsures revenue goals, administrative expenses are managed
o\tDevelop strong relationships with key contacts at client level.
o\tDevelop strong relationships and contacts within Magellan that are supportive of the achievement of increased revenue goals.
o\tEnsure customer is fully satisfied with Magellan Rx Management services and results
•\tSupports other functions as requested throughout the program development lifecycle including finance, outcomes, communications and IT.
•\tCommunicates frequently with client to report program progress, establish priorities and maintain positive client relationship. Responds to client's requests for information. Assesses, investigates and resolves difficult issues to achieve customer satisfaction
•\tMaintains contract's Preferred Drug List and supports related functions including claims processing coding.
•\tResponsible for oversight of all program reporting. Ensures standard and ad hoc reports are provided accurately and on time.
•\tSupports the State Drug Utilization Review Board.
Minimum Requirements:
Education: PharmD degree required.
Experience: 5 plus years pharmacy experience.
Job Specific: 5 years in clinical operations, network, pharmacy or project management. Project management experience and knowledge of health plans required. Provider experience preferred. Will accept an equivalent combination of experience and education, and education and/or experiences may run concurrent.
Other: Able to receive assignments in the form of high level objectives and independently establish detailed goals to meet objectives. Strong interpersonal skills; excellent oral and written communication skills. Ability to function independently and as a team member. Good organization and time management, with the ability to manage multiple tasks. Proven ability to plan, organize, schedule, direct, control and monitor project activities. Able to perform basic financial analysis. Ability to interact at a high level with external contacts.
Computer Skills: Must be proficient with MS Office products such as Word, PowerPoint, and Excel (including data modeling).
Licenses, Certifications, etc.: The candidate must hold an active, unrestricted Pharmacy License in good standing. (If not currently licensed in the State of Maryland, the candidate will be required to obtain a Maryland license within six (6) months after appointment).
