Job Description:

This role is part of the Equifax Proposal Development Team (PDT) and supports multiple Sales segments within Equifax, with a focus on the Equifax Workforce Solutions Government Services vertical. The Proposal Development Manager role coordinates all phases of the Enterprise proposal process to enable Equifax to submit winning responses to key Equifax clients’ Request for Proposal (RFPs), Requests for Information (RFIs) and Requests for Quotations (RFQs).   Additionally, this role creates unsolicited, proactive proposals that are within approved guidelines for proposal content and formatting. The Proposal Development Manager manages response team members from cross functional teams including such as Sales, Professional Services, Solutions Consulting, Marketing, Legal/Contracts, Pricing, Security, Sales Opportunity Management, and Product Development in the development of winning proposals and RFX responses.  Demonstrated project management skills, effective time management skills with the ability to meet deadlines, a commitment to teamwork, exceptional written and verbal communication skills and detailed follow-through will be the keys to success in this role.

What You'll Do:


  • Support the end to end RFX and proposal development for multi service/multi Sales segment offerings of moderate to high complexity.

  • Design and deliver proposal development content and tools for Sales teams to utilize when responding to unsolicited, proactive proposals.

  • Perform the project management, development, preparation, coordination, outline, schedule and submission of all proposals within prescribed timeline.

  • Answer client questionnaires regarding Equifax company profile, corporate leadership, corporate governance, and investor relations.

  • Manage the submittal of security questionnaires, terms and conditions, and compliance questionnaires to appropriate internal Equifax departments.

  • Ensure proposals and bids are compliant with client specifications.

  • Project manage proposal efforts with  sales, marketing, technical, legal, contractors, subcontractors, and accounting resources to ensure all timelines are met.

  • Ensure quality control throughout the proposal process under tight deadlines.

  • Constantly improve the proposal procedures for future bidding opportunities.

  • Assist with the submittal of updated information for the established RFX content repository.

  • Maintain adherence to company policies and procedures with regard to proposal preparation

  • Provide direction for project management of a bid response by securing necessary commitments, providing visibility of project deliverables and escalating as necessary to ensure that commitments are met.

  • Facilitate, coordinate, and generate business solutions proposals for existing and new clients.

  • Perform high-level compliance assessment of client RFX requirements against current and future product capabilities.

  • Provide overall management and direction of the bids and proposal process to ensure that all the agreed customer delivery schedules are met.

  • Provide strategic input and management for overall RFX response content and messaging based on client objectives. 

  • Produce compelling first draft Cover Letters, Executive Summaries, and Value Proposition Statements according client need statements.

  • Ensure answers are relevant and written well to present one voice throughout the document.

  • Implement tools and provide assistance with periodic scheduled maintenance of information knowledge base for Proposal Development Team reference.

  • Manage Post-proposal Analysis of submitted RFI/RFP documents.

  • Provide guidance to junior members of the Proposal Development Team regarding Best Practices related to the execution of certain Proposal Project Management duties.

  • Assist the Proposal Development team leader with reporting and key team metrics.

Qualifications:


  • 7+ years of experience in proposal coordination and management.

  • Working knowledge of at least one of the following business areas:

    • IT related software solutions

    • Business Analytics

    • General Technology Sales




  • 5+ years experience with RFX Management and Proposal software applications.

  • 5+ years experience with web-based, online procurement RFX interfaces.

  • 5+ years experience in utilizing and maintaining knowledge databases.

  • Ability to work out of our Reston, VA office.

  • Ability to travel up to 10%.

  • Bachelor’s degree required.

  • Proposal Development Certification or Project Management Certification preferred. Certification is required within 18 months of being in the role.

Extra Points for any of the Following:


  • Extensive in depth knowledge of evaluating and responding to Government and commercial client RFX (requests for information, quotations, and proposals).

  • The skill to independently define, schedule and manage the proposal preparation process, including the ability to understand and analyze the details of an RFX is a must.

  • Ability to operate independently with limited guidance and oversight.

  • Demonstration of the necessary personality and leadership skills to engage and motivate a diverse virtual team.

  • Excellent communication skills (written and oral; including strong working knowledge of Microsoft Office Suite and Google G-Suite).

  • Proficiency in using word processing and/or graphic software to produce response documents with the upmost of aesthetic clarity.

  • Exceptional facilitation and organization skills.

  • Able to function well in a deadline-driven work environment, in which priorities change quickly and work products must be generated rapidly.

  • Capable of working both in a team environment and independently, with the ability to switch between the two modes quickly.

  • Makes decisions based on insights gained through experience regarding accepted ways of accomplishing work that are not necessarily documented formally.

  • Demonstrated commitment to compliance and process improvement.

  • Compelling writing ability to convey the best possible solution for the client, including draft Cover Letters, Executive Summaries, and Value Proposition Statements.

  • Ability to create a singular cohesive voice on a multi member team to ensure quality, timely winning proposals.

  • Extensive experience managing proposals from capture/kickoff to contract award.
