Title: Deputy Program Analyst (Senior-level)

Odyssey Systems has an exciting new opportunity within a Department of Defense (DoD) Aviation Joint Program Office (JPO) responsible for defining affordable next-generation strike aircraft weapon systems for the Navy, Air Force, Marines, and our allies. This work consists of bringing cutting-edge technologies and support roles to the battle-space of the future. Specific support areas include Program Management Knowledge-Based Services (PM-KBS) such as contract management support; program management support; technical support; analytical support; administrative support; acquisition support; and operational support.

Job Responsibilities:

Duties include, but not limited to:

- Performs critical program management, technical, or business analysis of major DoD
acquisition systems and provides recommendations to ensure program success and interpret technical data and financial information relating to aircraft acquisition and product programs

- Supports the Partner Country International Armaments Cooperation Program

- Knowledge of Federal Acquisition Regulations (FAR) for the development of contracts and contract modifications required for the acquisition of logistics supportability products

Minimum Qualifications:

- Active Secret clearance

- Minimum of five (5) years of recent work experience related to international acquisition programs.

- Experience in defense acquisition program management related to weapon systems
acquisition and life cycle management

- Typically works on high-visibility or mission-critical aspects of a given program and performs all functional duties independently

- Familiarity with DoD Instruction (DoDI) 5000.2 (Operation of the Defense Acquisition System), DoD Directive (DODD) 5530.03 (International Agreements), and the International Cooperation in Acquisition, Technology, and Logistics (IC in AT&L) Handbook

- Demonstrated experience in the development, management, and execution of international cooperative projects/programs

- Demonstrated knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, deployment, and sustainment of systems, subsystems, and equipment

- Demonstrated knowledge of the system equipment life-cycle phases and the
documentation, analyses, and reviews associated with those phases

- Demonstrated knowledge of the Security Assistance/Security Cooperation (SA/SC) programs to include the understanding of the FMS sales process from case development, implementation, execution, to closure, in accordance with the Security Assistance Management Manual (SAMM), DoD 5105.38-M

- Familiarity with DoD Instruction (DoDI) 5000.2 (Operation of the Defense Acquisition System), DoD Directive (DODD) 5530.03 (International Agreements), and the International Cooperation in Acquisition, Technology and Logistics (IC in AT&L) Handbook

- Bachelor's Degree in Science, Engineering, International Affairs/Policy or related discipline plus 4 years of additional work experience related to the labor category functional description unless otherwise stated in a task order

Preferred Qualifications:

- Master's Degree in Science, Engineering, International Affairs/Policy or related discipline

- at least 10 yrs experience performing work related to the labor category functional description.
