LTE Regulatory Compliance Engineer at Garmin International

Do you like to manage and coordinate processes across a global organization? We’re seeking someone with a keen sense for standards and regulations to provide leadership and project planning for cellular compliance throughout the product development process. At Garmin, we’re integrating cellular technology into our products to seamlessly connect our customers to what’s important in their lives. You’ll work on a diverse mix of global products across Garmin’s industry-leading business segments and be the focal point for cellular compliance.
 
In the Senior LTE Compliance Engineer role, you will be responsible for partnering with internal and external customers to create and implement complex compliance plans for global carrier certifications to deliver best-in-class consumer products on schedule. You will own Garmin’s cellular compliance program across the entire product portfolio in a fast-paced environment at Garmin's office location in Cary, NC. Define, plan and coordinate the cellular compliance program successfully by bringing together stakeholders, establishing milestones and identifying obstacles on the critical path for Garmin's wide range of product verticals. Other essential functions include:

  • Maintain and adapt the cellular compliance process to ensure accurate and efficient approvals for Garmin’s global products



  • Contributes to standards and carrier research on new technologies, markets and geographic regions and interprets and communicates changes or updates across organizations



  • Read, understand, and properly interpret cellular and carrier requirements in order to create a product cellular compliance plan



  • Leads cellular compliance plan reviews for individual products and ensures that product team's designs will meet requirements



  • Coordinate internal and external compliance testing activities



  • Review internal and external compliance reports for accuracy and completeness



  • Identifies and communicates compliance related risks and suggests best means for avoiding or reducing the risks



  • Provides clear options and leadership for recovery plans as needed, displaying excellence in project management (identifying critical milestones, gating items and priorities, determining deadlines for deliverables on critical path, and communicating to cross-functional team members)



  • Effectively track, manage and support multiple projects and priorities



  • Draw on prior ESD, EMC, EMI or product safety knowledge to review designs and offer suggestions for improvements



  • Mentors and provides guidance to less experienced Compliance Engineers (levels 1 & 2)



  • Travel domestically and internationally to support compliance activities


Qualified candidates possess a Bachelor of Science in Electrical Engineering, Computer Engineering or another relevant field from a four-year college or university AND a minimum of 5 years’ relevant experience OR Master of Science Degree in Electrical or Computer Engineering, or another relevant engineering field AND a minimum of 4 years’ relevant experience with a 3.0 cumulative GPA or higher. Other requirements include: 

 

Must possess experience in providing direction and taking the lead on compliance input during the product development process



  • Experience in providing direction and taking the lead on compliance input during the product development process




  • Experience with FCC, RED/CE and country certifications or homologations, including South America and Asia Pacific




  • Previous experience with 4G/LTE, 3G, 2G, EMC, EMI and product safety testing




  • Ability to explain and document regulatory and standards requirements




  • Experience interfacing with 3rd party certification labs




  • Understands manufacturing and supply chain issues as they relate to phase-in of compliance-driven design changes




  • Experience in applying some of these standards (3GPP, Bluetooth, Wi-Fi, SAR, E911, HAC, UL, EN, IEC, CSA, FCC, CISPR, Industry Canada, ETSI, ITU, LVD, EMC, eMark) 




  • Experience creating cellular-based test plans, both live network and in lab, and coordinating testing activities




  • Demonstrated strong and effective verbal, written, and interpersonal communication skills




  • Strong project management skills




  • Highly motivated and self-directed



Desirable Qualifications



  • Experience creating automated test suites/scripts using cellular or other RF test equipment




  • Experience with PTCRB, GCF, CTIA and carrier approvals




  • NVIOT, IOT or field or feature testing experience




  • Ability to represent Garmin in industry groups such as CTIA and PTCRB




  • 5+ years of experience performing duties similar to the essential functions of this job description




  • Experience in working with regulatory and standards organizations




  • Knowledge in worldwide regulations and certification schemes for Bluetooth, Wi-Fi, cellular technologies, Apple MFi, CarPlay and AirPlay




  • 5+ years in electronics manufacturing, test or design environment
