Description

The Classification Management Specialist (CMS) provides technical classification management support, on-site at the F-35 JPO located in Arlington, VA. The CMS coordinates and assists all classification management activities to include managing, drafting, updating, reviewing, coordinating and maintaining all F-35 JPO Security Classification Guides (SCGs). The CMS reviews all requests for Public Release and provides appropriately cleared material to the F-35 Public Affairs Office. The CMS assists with coordination and facilitation of a Classification Management Review Board. The CMS shall possess a Top Secret Security Clearance, with current investigation within the last five years.

The Classification Management Specialist shall coordinate and oversee all activities involving the classification of program information and material to include, but not limited to, the following:

- Ensure completion of Original Classification Authority (OCA) annual training for the Program Executive Officer (PEO)

- Develop and maintain all F-35 collateral and Special Access Program (SAP) Security Classification Guides (SGCs)

- Develop SCGs when new F-35 programs are created

- Work with International Cooperative Program Partners and obtain country unique SCGs

- Update SCGs every five (5) years, or as required

- Maintain an electronic and paper repository for all SCGs

- Coordinate biennial reviews of F-35 collateral and SAP SCGs with appropriate Government, prime contractor, and/or subcontractor Subject Matter Experts (SMEs)

- Update the SCGs with results from the biennial review

- Distribute to all parties on the SCG distribution list

- Coordinate any SCG change or clarification requests submitted by the Government or prime contractor

- Coordinate and obtain input from appropriate SMEs

- Draft response to the change/clarification request

- Submit response to the appropriate OCA for approval

- Distribute to all parties on the SCG distribution list

- Submit the updated SCGs to the appropriate OCA for approval

- Draft and coordinate all contracting letters for prime contractors in reference to SCG changes

- Lead, with government oversight, the Classification Management Review Board

- Upon request, conduct classification reviews of documents

- Make classification determinations

- Make redactions

- Provide response to requestor

- Update the Security Operations Manual, as required, to ensure the Public Release process is current

- Review all Public Release requests (articles, videos, photos or other media submitted to the F-35 Public Affairs Office (PAO))

- Ensure they are marked appropriately

- Ensure they do not contain any classified or sensitive information

- Suggest alternate verbiage, when necessary

- Return request to PAO with required updates for final approval

- Work with PAO on any new release processes or procedures that are established

Required Skills (Knowledge, Skills, Abilities)

- Demonstrated experience in aircraft and international programs

- Demonstrated proficiency with MS Office Suite (MS Word, Excel, PowerPoint and Outlook)

- Ability to constructively engage and resolve challenging situations

- Excellent briefing and technical writing skills

- Available to work before/after typical office hours as work may demand

- Independent self-starter, proactive and professional assertive

- Effective oral and written communication skills, excellent interpersonal skills, and computer literacy

- Strong analytical and problem solving skills

- Superior verbal/written skills and presentation skills

- Must be able to lift 50lbs

- Ability to multitask

Clearance

Top Secret Security Clearance and

- Eligibility for access to Special Access Program (SAP) Information

- Willingness to submit to a Counterintelligence (CI) polygraph

- Must have a Periodic Reinvestigation no older than five (5) years (or per DoD requirements)

Certification Requirements

Years of Experience/Education Requirements

- Bachelors degree in a related discipline or equivalent experience strongly preferred

- 5-7 years relevant specialized security experience in creating and maintaining security classification guides (SCGs) (7 years minimum, if no degree)

- Thorough knowledge of National Industrial Security Program Operation Manual (NISPOM) DoD Manual 5205.07 Vol 1-4, Executive Order (EO) 13526, EO 129589, and JAFAN series security requirements

- Final and current (within last five years, or IAW DoD guidance) Top Secret Clearance
