JOB TITLE: Operational Planner - Maritime Prepositioning Force - I MEF G-4

PROJECT OVERVIEW:

Provide amphibious operations and Maritime Prepositioning Force (MPF) planning support. This task will be supervised by I MEF G-4 MDDOC OIC.

JOB DESCRIPTION AND RESPONSIBILITIES:


- Assist in the detailed analyses to understand and resolve the operational employment challenges I MEF faces with its MPF program

- Assist in tracking the effectiveness of I MEF MPF training in terms of how it helps prepare the force to deploy/employ MPF

- Provide recommendations in the development, coordination, and implementation of MPF support policies, clarifications, orders and SOPs

- Submit the Prepositioning Operations Readiness Report

- Conduct detailed analysis of logistical challenges in Marine Corps prepositioning program. Submit the Exercise Support AARs, Lessons Learned, and Observations Report

- Analyze joint actions, logistics plans, contingency plans, mobilization plans, and war reserve studies and proposals associated with the Marine Corps prepositioning program. Deliverables include Strategic and Long-Range Planning Reports

- Assist in the review and recommend validation of operational and contingency plans to achieve the operational timelines for the download and stand-up of identified combat and/or humanitarian assistance and disaster relief capabilities. Deliverables include Contingency Plan/Operation Plan (CONPLAN/OPLAN) support Reports

- Assist in planning, analyzing and coordinating all operational efforts and Combatant Commander-validated Chairman, Joint Chiefs of Staff (CJCS) exercises, contingency operations, and operational plans that employ Marine Corps prepositioned assets

- Assist in the development of maritime prepositioning plans in coordination with HQMC I&L/Plans, Policies, and Operations (PP&O) (representing the Commandant of the Marine Corps), the appropriate Marine Corps Forces (MARFORS) applicable Geographical Combatant Commanders (GCCs), and subordinate commanders to support assigned missions and specific contingency plans

- Responsible for computing, monitoring, assisting, and validating MPF requirements and ensuring that they are registered within the Joint Operations Planning and Execution System (JOPES) and reviewing and validating time-phased force deployment data (TPFDD) in support of GCC requirements for operational contingencies that employ Marine Corps prepositioned assets

- Assist subordinate commanders and staffs in developing policy and procedures for the downloading, identification, collection, accountability, reallocation, reporting and follow-on movement of MPF assets, to include equipment and supplies for the Fly-In-Echelon (FIE)

- Assist the Government fund manager in fiscal management of the annual budget in support of developing and maintaining current year and future year budget requirements for I MEF's prepositioning program. Deliverable includes the MEF Budget Report.

- Assist in the planning and execution of meetings with Marine Corps stakeholders as required to discuss MPF challenges.

- Assist in the response to short-notice analyses of issues facing current, transitioning, and future MPF equipment and participate in the approved acquisition objective (AAO) process and assist from an operating force (OPFOR) perspective with integrating the AAO for emerging systems into Marine Corps prepositioning program.

- Be prepared to assist the I MEF subject matter expert (SME) on all matters pertaining to the MPF program and sea basing when Maritime Prepositioning Squadrons are involved in Global Fleet Station operations.

- Coordinate and provide recommendations to the I MEF SME, from an OPFOR perspective, the establishment of the initial prepositioning objectives (POs) for the MPF-employed Marine Expeditionary Brigade (MEB) and assist the I MEF SME with all other recommended changes affecting the POs.

- As required, participate in the MPF tailoring process and associated conferences, assist in the annual review and production of Navy-Marine Corps (NAVMC) 2907, MPF Prepositioning Objective and assist the I MEF SME with the PO for equipment and supply change submissions as documented in the NAVMC 2907 Prepositioning Objective.

- Assist in analyzing and providing recommendations on evaluating the integration of emerging, MAGTF weapon systems into the maritime prepositioning program; provide advice to I MEF stakeholders in tailoring and maintaining MAGTF weapon systems in the MPF and geographic prepositioning; and provide guidance/recommendations on the capabilities, requirements, and employment and deployment options of prepositioned assets within a given AOR.

REQUIRED SKILLS AND QUALIFICATIONS:

- Minimum of 10 years of experience

- Masters Degree (12 years' additional work experience may be substituted for a Master's Degree. Bachelor's Degree plus 8 additional years' work experience may be substituted for a Master's Degree)

DESIRED SKILLS AND QUALIFICATIONS:


- At least 15 year experience in prepositioning tailoring operations, prepositioning operations programmatic requirements, Joint Force Deployment Planning and Execution (J-FDP&E) operations, Joint Planning Process, and operations orders writing

- Proficiency in Joint Operation Planning and Execution System (JOPES)

- Experience as a participant in the execution of real world Prepositioning Operations

- Experience as a Government funds manager
