OVERVIEW

Our team will assist you in defining an energy vision, identifying the feasibility of conservation measures, and working with local regulatory agencies to secure potential funding. Together, we will enhance the reliability of existing transmission and distribution networks, evaluate and retrofit facilities for smart consumption, and expand your usage of alternative energy.

Our more than 300 engineers, project managers, and utility support specialists are experts in planning, designing and permitting electric distribution, transmission, and substation infrastructure. We have developed gas transmission and distribution mains and stations; installed regulators, gas service, and new pipelines; retired and replaced pipelines; produced residential development layouts; and designed utility systems. CHA engineers develop effective solutions for complex projects and deliver projects on time and within budget.

CHA Consulting, Inc. is currently seeking a Principal Cost Estimator to join our Power - Utilities group in any CHA office.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The Principal Cost Estimator is responsible for executing high-quality accurate detailed Cost Estimates. This individual understands clients' needs, meets their expectations, presents the Estimate, and follows up with client on any issues. This individual will collaborate on multiple projects in a timely and cost-effective manner to meet client requirements. The Principal Cost Estimator will have effective and clear communications while interfacing with clients, business partners, management and colleagues. The Principal Cost Estimator will provide guidance, mentoring and training to team members. The Principal Cost Estimator will foster business development and pursue new opportunities.

Creates comprehensive, detailed, accurate, and timely cost estimates based on engineering designs, drawings, site visits, contractual agreements, materials, permitting, environmental, construction labor, and equipment. Incorporate solid understanding of the utility construction process into complex estimates.
- Develops estimates for large major projects or suites of projects including FERC 1000 projects. (typically, over $10M).
- Leads estimate review process for competitive bid projects with the bid team.
- Provides expert peer review of estimates prepared by other estimators.
- Supports standardization methods of cost estimating templates to ensure consistency and efficiency for developing cost estimates.
- Identifies and quantifies project risks and associated risk/contingency cost impacts and clarifications as well as coordinating the risk effort with the project team and the enterprise risk committee.
- Develops contractor or vendor bid comparisons.
- Consult and collaborate with vendors, personnel in other departments, or engineers to discuss and formulate estimates and resolve issues.
- Develops and maintains relationships with current and potential clients that will result in positive long-term recurrent business partnerships
- Supports the development of cost estimating tools and databases to ensure estimates are well documented and updated based on project actuals.

EDUCATION AND LICENSURE

- B.S. degree in Engineering, Project Estimating, or equivalent field experience. A focus in electrical engineering or estimating is preferred.
- An advanced degree in Engineering or Business Administration is desirable.
- Professional Engineer license preferred.

SKILLS, EXPERIENCE AND QUALIFICATIONS

- A minimum of 5 years in the technical, operational, estimating, or engineering aspects of the utility/construction industry.
- Four (4) years' experience in one or more aspects of the job is required and transmission experience is strongly preferred.
- Expert commercial estimating background including responding to competitive requests for proposals.
- Comprehensive electric industry estimating knowledge and experience.
- Knowledge of transmission and substation power system planning, engineering, maintenance, and operations.
- Lead efforts to develop collaborative relationships to facilitate the accomplishment of work goals.
- Understanding of the Federal and appropriate regional regulatory environment and the impact for the transmission business.
- Effective verbal and written communication skills with the ability to adapt communication style to suit various audiences.
- Desire to work in a collaborative team environment with the willingness to mentor more junior staff.
- Effective with self-checking and error elimination techniques.
- Proficiency with Microsoft Office software required.
- Expert knowledge of Microsoft Excel, Word. Experience with working and developing an estimating system desirable.
