DCF is seeking a highly motivated within the Central Office, Clinical and Community Consultation and Support Division. As Connecticut pivots to a more intentional delivery of prevention services and programming, this new position is an opportunity to engage in enhanced planning and innovation.

This is a Federally funded position with an anticipated two year duration. It is a full-time, 40 hours per week position working a first shift Monday through Friday schedule. Although we are located primarily at Central Office, 505 Hudson Street, Hartford, CT, statewide travel is expected (post pandemic).

You would be responsible for the development of Connecticut's Family First Prevention Service Plan, policies supporting the services and programs established by the plan to support the populations we serve, and evaluative measures to analyze the outcomes of the services prescribed in the plan.

While ensuring that the work of assigned project teams support DCF goals and objectives established in coordination with the Commissioner's Office, duties will also include analyzing and evaluating current and potential policies, programs and procedures; ensuring legislative and budgetary initiatives support state plan objectives; and ensuring timely state plan amendment and waiver review and submission to the Administration for Children and Families (ACF). You will coordinate activities with other Children and Families Administrators, the Executive Leadership Team of DCF, and other identified key stakeholders as determined necessary.

Key priorities for this position will include:


- Development of CTs Family First state plan for federal approval.

- Legislative, budgetary, and rule changes to support the implementation and delivery of the Family First Prevention Services Act.

- Continuing the evolution of Family First to utilize emerging evidence-based practices to serve Connecticut's children and families.

- Collaboration between DCF and multiple state partners, to include their leaders, community providers, persons with lived experiences, system advocates, legislators and various other interested stakeholders.

- Timely implementation of the prevention plan, inclusive of multiple state systems for the state of Connecticut.

PURPOSE OF JOB CLASS (NATURE OF WORK)


In the Department of Children and Families and Office of Early Childhood, this class is accountable for developing and administering a comprehensive statewide system of family and community programs and services as it relates to children served by the agency.

EXAMPLES OF DUTIES


- Providing day-to-day leadership and management for the above areas of responsibility and working with DCF staff to deliver best practices.

- Collaborating with the senior DCF leadership, and the Commissioner's Office to develop and implement goals and plans for DCF to effectively meet the needs of the populations the agency serves.

- Advising DCF leadership on policies related to key initiatives.

- Establishing effective working relationships with stakeholders, including providers, advocates, families and other State Agency Human Services Offices, to develop, adapt, and implement effective Family First policy.

- Acting as DCF's lead contact for the ACF and maintaining a consistent and effective process for working with ACF to respond to federal mandates that impact the Family First state plan and programs.

- Analyzing the impact of new state laws on Family First policies, processes and services, and on DCF interaction with other state agencies.

- Establishing effective working relationships with other DCF divisions to support operational implementation of Family First policies.

- Developing and reviewing relevant data, staff, and stakeholder feedback to determine areas for improvement and/or innovation.

- Directing the comprehensive integration and coordination of diversified activities necessary to implement the objectives of Family First programs.

- Conferring with DCF management in order to participate in the development and implementation of statewide policies, procedures, and plans. Participating in the development, evaluation, and implementation of DCF polices, programs, and services at a statewide level as a member of the DCF senior management team.

- Coordinating with DCF management in the assessment of current program performance, target population, case objectives, and projections, in order to improve and/or maintain operations.

- Under the direction of the division administrator, participating in development and planning to involve the community in programs, in order to integrate program service delivery.

- Monitoring and evaluating program effectiveness.

- Providing in-service training to DCF and community agencies.

- Directing the activities and operations of DCF programs, in the assigned area, in order to meet client needs and maximize unit efficiency and effectiveness.

- Operating within established sub-budget guidelines, policies, and procedures for services, in order to improve program operations and effectiveness.

- Reviewing/analyzing policies-procedures to assure high quality, uniformity, low error rate, in order to provide accurate and timely assistance to applicants and recipients.
