SUMMARY
Cherokee Federal is looking for an engineer or scientist with experience in meteorological, or related, project management, program management, resource management (budget, personnel), grants management, and knowledge of R2O conventions. (Readiness Levels) is required to support the Office of Weather and Air Quality and the overall effort to accelerate research into operations/applications and provide program support for the Severe Weather Observations portfolio.

PROGRAM OVERVIEW
The NOAA Weather Program Office (WPO) supports world-class weather research to save lives, reduce property damage, and enhance the national economy. In pursuit of its vision and mission, WPO works closely with the National Weather Service (NWS) to help develop and transition weather research, including hurricanes, severe thunderstorms, heavy precipitation, and air pollution.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The Engineer/Scientist will provide scientific, technical and programmatic services to the WPO Director and work closely with the Hurricane Supplemental lead to effectively develop, plan, implement and track projects, assess and control performance, and manage risk and interdependencies to meet the project goals and objectives throughout program/project life cycles. The Engineer/Scientist will nurture existing communications between operational forecasters and the rest of the weather enterprise, collecting operational needs and assisting in the development of Funding Opportunities to bring solutions from the research community into current and future employed systems.


  • Provide programmatic support for a combination of physical science and technological fields related to meteorological research and applications. Conducts analyses and produces reports for mission-supporting scientific work. Provides a full suite of support functions, including planning, reviewing work, and executing technical tasks.


  • Provide project management support for activities associated with transitioning WPO-supported research to operations (R2O) activities by assisting in the development, review, and approval process.


  • Identify, recommend, and execute new and existing NOAA and WPO policies about R2O to improve R2O efficiency.


  • Assist with the peer-review process of the Letter of Intent (LOI) and full proposals submitted to the WPO's programs by documentation, tracking and tallying with the review score, and rank ordering the requests to achieve the satisfaction of the Grants Management Division's (GMD).


  • Plan, coordinate, and schedule the progress reviews and assist in monitoring and tracking the WPO funded grants' progress in NOAA's Grants Online system.


  • Assist in the development, review, and approval process of the Research to Operations (R2O) transition plans; and tracking the progress and Readiness Levels (RL) of the transition projects.


  • Prepare PowerPoint presentations, reports, and spreadsheets to WPO's director and program managers, as requested.

EDUCATION and/or EXPERIENCE


  • Minimum of a MA/MS degree in physical science, engineering, or related field.

  • Minimum of 2 years of relevant experience interacting with government agencies.

  • Minimum of 2 years of technical writing experience required.
