DESCRIPTION

Michael Baker International is seeking a Director of Toll Services- Operations Manager IV with a proven, strong transportation engineering and management background for our Harrisburg, PA office. The successful candidate will serve the Pennsylvania Turnpike Commission (PTC) as the General Consulting Engineer (GCE). Michael Baker International has served as the PTC's GCE for over 64 years. The successful candidate will interact daily with many of the highest-ranking Officials at the PTC, PennDOT and other Commonwealth Agencies requiring a professional approach and ability to build consensus across a wide range of organizations and individuals and exemplify a high level of customer service.

The position is responsible for the day-to-day management of the GCE scope of services as directed by the PTC Chief Engineer in accordance with the Commission's Trust Indenture. These duties include review of the PTC's annual Capital Plan and Operating Budgets, performance of a Condition Assessment every three years, design and implementation of a QA Program for design and construction, preparation of an annual Process Report and prepare an annual System Performance Report. Additional GCE services include Technical Expertise assignments and Value-Added Services to Engineering and other PTC Departments.

The position manages a team of Michael Baker professionals embedded at the PTC, working with the Engineering Department and other Departments within the PTC organization as well as several subconsultant partner firms. In addition to managing staff, responsibilities include managing project schedules and budgets, coordination of multiple technical services to the PTC and handling the required project reporting and finances. The selected candidate will perform technical oversight, staff development, contract management, technical and cost proposal development, project performance and client management.

This position reports directly to the Harrisburg Office Executive and is a key member of the Senior Leadership team of one of the largest Michael Baker International offices. The successful candidate will be based out of the PTC's offices in Middletown, PA.

This position serves as the Specialty Practice Lead for the National Tolling Services Practice. In this role you will coordinate national efforts to advance the Tolling Services Practice within Michael Baker International and coordinate our strategic teaming partnerships.

PROFESSIONAL REQUIREMENTS


  • Bachelor of Science in Civil Engineering or related field

  • Registered Professional Engineer (P.E.) in the state of PA or successful reciprocity from another state.

  • Minimum 15 years of experience working on highway or roadway design, construction or maintenance projects; additional experience preferred

  • Tolling experience desired but not required

  • Possess strong engineering judgment with a strive for quality and financial excellence

  • Excellent written and verbal communication skills, including report preparation, proposal writing, presentation, and problem-solving skills are required

  • Strong track record of overseeing successful project delivery

  • Ability to work in a dynamic environment with strong organizational and multi-tasking skills

  • Have the drive to be a leader in the company and in the professional community

  • Proficiency with MS Office Suite
