Department Profile:

The Contracts Department negotiates and monitors WestEd's agreements with numerous funding and partner agencies, including various federal government entities, multiple state government entities, local education agencies, non-profits, and private organizations. In addition, the Contracts Department plays a major role in WestEd's proposal processes, and handles the certifications, insurance, regulatory and various compliance requirements for WestEd.

Description:

The Contracts Administrator position requires specialized knowledge and experience in negotiating and managing research, development, and service related contracts and grants; recognizing contractual and legal issues and recommending solutions to those issues. The successful candidate must have contracts management experience, including experience working with federal and public agencies and with FAR, EDGAR, OMB contracting processes and principles. The candidate must have experience collaborating with numerous other infrastructure departments (Finance, Accounting, IT, HR, etc) in the development and maintenance of internal business processes & procedures, and provide leadership in the implementation and dissemination of business processes. The candidate must be a team player and leader, while supporting the work of the Director of Contracts & Grants, and work directly with numerous program directors, and various internal departments to efficiently support and execute WestEd's overall contracting and business process from proposal through closeout.

Responsibilities:

- Provide hands on contract and grant administration to WestEd programs on agreements with numerous funding agencies such as various federal government entities, state departments of education, local education agencies, non-profits, and private organizations. This includes highlighting non-standard terms, identifying issues of concern, suggesting alternate language, and serving as the point person for negotiating agreements on behalf of WestEd.

- Provide guidance and support to program staff related to contractual matters in various federal, state, and local proposal efforts. This includes reviewing terms, suggesting alternate language, preparing standard forms, and informing all internal department and program staff of potential issues.

- Provide professional-level support to the Director of Contracts & Grants by taking an active role in researching federal and state regulatory and compliance issues applicable to WestEd projects.

- Serve as a trainer and leader to junior-level Contracts Department staff.

- Work with department staff on the development of Contracts Department processes and procedures to ensure efficient processing of all contract and proposal documents.

- Independently manage various processes related to the Contracts lifecycle within WestEd, e.g. the review/approval of pre-award spending and subcontracting processes.

- Work with the Director of Contracts & Grants and other department leaders on maintaining, updating, and/or developing internal business systems related to the management of business processes from proposal to closeout.

- Interface on a regular basis with staff at all levels of WestEd's programs and departments, as well as with clients and partners, to build effective relationships.

- Provide guidance and preliminary risk assessment on contractual matters.

SPECIAL NOTICE REGARDING THE WORK LOCATION OF THIS POSITION - Currently, all staff at WestEd are working from home until further notice. Once we return to offices, this position will be based in one of WestEd's offices. Candidates can submit a request to work from home.

Qualifications:

- BA/BS required;

- 5+ years experience working in public or research contract administration with all contract types (FFP, T&M, and Cost Reimbursement) within a public or research contracts management department.

- 3+ years experience working on business responses related to federal, state, or local proposals

- 5+ years experience negotiating complex contract terms, conditions, pricing, and scope

- Certificate in contracts management or procurement management desirable.

- Strong knowledge of government contracts management/procurement processes and procedures.

- Strong knowledge of government grants processes and procedures.

- Strong familiarity researching regulations such as the OMB Circulars, FAR, EDGAR, EDAR, the Uniform Guidance.

- Capable of properly escalating issues of concern to appropriate leaders, as well as identifying potential implications for scope, timeline, quality, or budgets to program leaders.

- Ability to work one-on-one with key influencers or decision makers to effectively surface key issues and facilitate working out compromises when needed to further the successful completion of a project or program.

- Highly organized, able to prioritize multiple assignments to meet deadlines.

- Proficient in time management, decision making, and human relationships.

- Solid understanding of Organizational Conflict of Interest issues.

- Excellent communication skills.
