SUMMARY

The Energy Construction Manager (ECM) supports Cherokee Nation 3S's client, Marine Corps Installations-East (MCIEAST) at Camp Lejeune and MCAS New River in Jacksonville, NC. Support to this command includes advisory and assistance services program support in executing nearly $4B of on-going and future Military Construction (MILCON) and Facilities Sustainment Restoration and Modernization (FSRM) projects across the MCIEAST Commands. Programmatic activities include: FSRM and MILCON Project Development, Project Planning & Program Development, Asset Management activities, and Program Support operations.

ESSENTIAL DUTIES AND RESPONSIBILITIES


  • Responsible for energy services contract construction phase oversight. This includes monitoring energy conservation and resilience measure implementation for adherence to project design and proposed savings metrics.
  • Based on technical knowledge and coordination with designer and construction contractor, provide technical solutions to unforeseen problems during implementation that have no impact on scope, cost or schedule of the contract.
  • Provide implementation metrics, including tracking actual progress vs baselines and maintaining Quality Assurance Surveillance Plan (QASP).
  • Complete required items to assist in effectively closing out a contract and documenting energy savings, including tracking receipt and delivery of as-built drawings, O&M manuals and warranty documents, property record inventory documents, performance assurance and performance verification plans and any ongoing O&M support


SUPERVISORY/MANAGEMENT AUTHORITY

Non-supervisory. Reports to Program Manager.

EDUCATION and/or EXPERIENCE


  • Requires a minimum of a Bachelor's Degree from an Accreditation Board for Engineering and Technology (ABET) accredited university or a degree in construction management or a degree in engineering technology from a four-year accredited ABET university.
  • Minimum of 5 years' experience in energy management or construction or Project Management on utility energy services or energy savings performance contract.
  • Experience with design and construction of high-interest, high-visibility military projects is highly desirable
  • Excellent communication skills both oral, visual and written
  • Experience utilizing Microsoft Office applications
  • Experience utilizing BUILDERTM Sustainment Management System is desired
  • Experience with TRIRIGA desired
  • Experience with MS Project, AutoCAD, Primavera, and Visio a plus

KNOWLEDGE, SKILLS AND ABILITIES


  • Experience and understanding of the military design and construction process.
  • Experience and understanding that includes all aspects of acquisition and project execution as a design/construction agent.
  • Ability to work independently with little supervision.
  • Outstanding interaction skills, tact, and team building skills.
  • Must use logic to analyze or identify underlying principles, reasons, or facts associated with information or data to draw conclusions.
  • Ability to successfully pass drug screening and a federal background check is required.

WORK ENVIRONMENT

  • The majority of work is technical in nature and conducted in a climate-controlled office environment.
  • Regular field activities include project site surveys and construction site visits.
  • These services will include Advisory &Assistance Services for projects at MCB Camp Lejeune, MCAS Cherry Point, MCAS Beaufort, MCAS New River, and other installations to be determined and may require local travel.
