Responsibilities/Duties:
The main purpose of this position is to  support the recruiting, staffing and on-boarding needs of the division by partnering with the HR Staff and hiring managers to understand their business and staffing needs and identify, attract, on-board, and retain high performing candidates for open positions.This position will also perform HR Generalist duties within the division as needed, to include general employee relations, communication, engagement, recognition, and appreciation activities.

  • Work with hiring managers to prepare job requisitions and manage postings and advertisements for open positions.

  • Partners with facility hiring managers to ensure staffing is approaching or at budgeted headcount levels.

  • Review and pre-screen applications and conduct preliminary interviews as needed to identify and present  best possible candidates to the hiring manager

  • Manage the interview and selection process, to include coordinating interview schedules, participating in interviews as needed, maintaining requisition files and interview notes, coordinating job offers and other candidate communications.

  • Coordinates and manages new hire on-boarding process for the facility, to include scheduling pre-employment tests, initiating background checks, ordering access cards and uniforms, scheduling and conducting orientations and safety training, ensuring new hire paperwork is completed timely and accurately, and new hire personnel and/or DOT files are created according to company standard and audit ready, coordinating applicable on-the-job or classroom training, and other on-boarding activities as necessary for the facility.

  • Support Hiring Manager, HR Manager/Director, and Facility Admin in guiding new hires through on-boarding process and 60 day probationary period, ensuring new hires feel welcomed and well informed, performance expectations are effectively communicated, and the new hire receives adequate support to reach on-target performance.   

  • Identify and participate in community events, job fairs, or other targeted sourcing opportunities to attract candidates for key or high turn positions.

  • Assist managers with identifying situations where short term staffing solutions may apply (i.e., seasonal or temporary placements.) Will include coordinating with staffing agencies for temporary or seasonal placements as needed.

  • Regularly report on staffing opportunities and progress to hiring managers, HR Manager/Director and facility management. Provide periodic review of facility AAP progress towards goals and create action plans for improvement as needed.

  • Provides interpretation of policies and procedures to employees, as well as provides HR related advice and counsel to management and employees through new hire probationary period, as appropriate with level of HR knowledge and experience.

  • Educates new hires on PBV benefit offerings and procedures, assists with benefits enrollment, including annual open enrollment, and wellness programs, serves as the back-up wellness champion for the facility.

  • Assist HR and facility management in planning/organizing and promoting employee engagement, appreciation, and recognition activities for all employees.

  • Serve as the HR liaison in employee or facility meetings as needed (i.e., individual manager/employee 1:1s or disciplinary meetings, employee roundtables, town halls, open enrollment, safety meetings, etc.) Provide accurate notes/minutes and capture any items necessary for HR follow-up. May assist HR Manager/Director and facility management with Employee Relations investigations and follow-up as needed, to include preparing responses to EEOC or REDA claims.

  • Serve as the HR liaison between new employees and corporate level departments (i.e., benefits, payroll, safety, etc.) as needed.

  • Provides basic end-user support for HR related
    employee self-serve apps, software, or web-based services, to include resetting passwords, basic navigation instruction and assistance.

  • Manage or participate in other HR or cross-functional special projects as needed

  • Other duties as assigned.

    Minimum Requirements:


  • High School Diploma Required

  • Associates Degree in Business Administration, Human Resources or related field is required

  • Bachelor's Degree preferred.

  • Two (2) Years experience in a recruiting role required,

  • Two (2) or more years in a HR Generalist role to include recruiting preferred.


  • Must be able to meet PBV Driving Guidelines;
  • Must have a valid driver's license.


  • Working Knowledge of State and Federal Employment Laws required.

  • Proficient in Microsoft office programs required (Word, Excel, Powerpoint.)

  • Proficient in Outlook email systems required.

  • Experience with Applicant Tracking Systems, or the ability to learn and become proficient in applicant tracking systems.

  • Ability to manage and coordinate multiple schedules

  • Excellent business writing skills required

  • Strong analytical thinking/investigative skills required

  • Excellent problem solving skills required

Ability to accept and provide constructive feedback and apply or recommend appropriate corrective action.


    Constantly required to sit (70%) and type on a computer keyboard (60%).  Occasionally required to stand (5%), climb (5%), walk (10%), lift and/or move up to 25 pounds (10%) and talk on the phone (15%).


    Must be able to speak, read, and write English proficiently.
