What we do:

The Large Institution Supervision Coordinating Committee (LISCC) program is the Federal Reserve's national supervisory program for the nation's largest and most systemic financial institutions. The program is overseen by the LISCC Operating Committee (OC) and is performed by hundreds of staff across multiple Reserve Banks and the Board of Governors working collaboratively to provide System-wide and inter-disciplinary supervision of firms in the LISCC portfolio. This national program is comprised of five core areas: Governance and Controls (G&C), Capital, Liquidity, Recovery and Resolution Planning, and the Monitoring and Analysis Program.

The Federal Reserve Bank of New York (FRBNY) is looking for a staff member to join the National G&C Program's Operations team within the LISCC Supervision Program. You will support the G&C Chief Operations Officer (COO), the G&C Steering Committee (SC) co-chairs, the SC, and the Program Leadership Group (PLG) Lead in ensuring that the G&C Program is performed in an efficient manner. You will be in the G&C Department of the FRBNY LISCC Program Function and will be a member of the national LISCC G&C team, reporting directly to the G&C COO.

Your role as an Operations Specialist:

You will help administer the operations of the G&C program; guide and report on the team's supervisory plans, status of its execution, and its performance to multiple members, including to the LISCC OC. Responsibilities include and are not limited to:


  • Lead the program's MIS development and production. Including but not be limited to, regular reporting on upcoming and completed supervisory work; timeliness of supervisory work, and MIS on open issues (i.e. MRIAs, MRAs and enforcement action provisions). This includes monitoring G&C supervisory execution against program standards; reporting of such performance; and work with the COO and PLG members to identify best practices, areas for improvement and propose and implement related solutions, including training. It also includes, developing approaches to present important program information and MIS that is easily interpretable by varying audiences (Co-chairs, SC, PLG, HTLs, DTLs, or staff ).


  • Advance G&C's Quality Control program, which may include enhancements thereof, oversight of execution and maintenance.


  • Perform daily LISSC or program-wide projects, such as: supervisory planning; administration of the production and organization of G&C program level deliverables, and the annual assessment. This requires ongoing outreach, collaboration and providing general guidance and training to members of the G&C community. Additionally, being a liaison to other LISCC areas, for example in responding to inquiries regarding our business operations.


  • Coordination for G&C concerning third-party reviews of the program; including responsibility for G&C remediation of any open issues.


  • Collaborate with staff from across the LISCC Program, including the Office of the OC, as we refine, and improve our operational standards and performance. This will include work to address LISCC wide issues identified by third-party reviewers. Such work could include supporting enhancements and refinements of LISCC wide documentation, the G&C operations manual, or other documentation or processes.


  • Ensure certain program developments and decisions are documented, communicated to relevant partners, and archived .


  • Support certain programs, such as efforts aimed at improving information flow and storage, or assisting with training and outreach is also expected.
