DESCRIPTION: Patricio Enterprises (PE) is seeking a System Acquisition Manager to support the Project Manager Terrestrial Sensors (PM TS), Product Manager (PM) Force Protection Systems (FPS), Installation Programs Portfolio (IPP). The IPP is comprised of the Automated Installation Entry (AIE) and Integrated Commercial Intrusion Detection System (ICIDS) business defense system acquisition programs. These are part of the Army's electronic physical access control systems that increase Installation security by electronically vetting and validating an individual at an Installation's access control points and sensitive building entry pints. PM FPS develops, fields, and sustains force protection and physical security capabilities, enabling rapid situational understanding and integrated operations for United States (US) Warfighters in the US Central Command (CENTCOM), Pacific Command (PACOM), Africa Command (AFRICOM), European Command (EUCOM) Areas of Responsibility (AORs) and other locations as required.

Primary duties will include (but not limited to):

- Oversee the creation, staffing, and approval of all required acquisition documentation in accordance with current DoD (to include DoD 5000.1 and 5000.75), DA, Federal Acquisition Regulation (FAR), and local policy as they apply to AIE.

- Serve as DoD Acquisitions Subject Matter Expert (SME) at all command-level briefings and industry and stakeholder engagements.

- Develop and staff for approval short/long-term funding requirements; obligation plans, Life Cycle Cost Estimates (LCCEs), R/P/C Forms, the Long-range Research and Development Plan (LRRDP) and Program Objective Memorandum (POM); prepare impact statements in response to proposed decrements.

- Evaluate contractor performance for cost, schedule, and work completion based on contract planning (i.e., Spend Plans, Integrated Master Schedule, SOWs and performance criteria) and make corrective deviations, as needed, based on analytical models.

- Develop Integrated Product Team (IPT) charters, agendas, presentations and facilitate daily, weekly, and monthly meetings where data exchanges are discussed and provide regular follow-up briefings to leadership.

- Develop, coordinate and staff acquisition documents, to include the Acquisition Strategy, Acquisition Plan, Acquisition Decision Memorandums, Acquisition Program Baselines (APB), System Engineering Plans, Test & Evaluation Master Plan, and Life Cycle Sustainment Plan.

- Lead author for Performance Work Statements, Quality Plans, Contract Data Requirements Lists, Acquisition Plans, and Acquisition Requirements Packages.

KNOWLEDGE AND SKILLS:

- Knowledge of DoD Acquisition and Life-Cycle Management policies and procedures including DoD 5000 series and service-specific guidance.

- Must be able to work independently.

- Must be detail oriented and organized.

- Must be able to manage multiple projects at one time.

- Must be able to research, analyze, and evaluate information to provide multiple courses of action.

- Must be able to express ideas effectively orally and in writing.

- Proficiency with Microsoft Office.

EDUCATION / EXPERIENCE:

- Bachelor's Degree required with degree in Accounting or Business, preferred.

- Minimum 20 years of experience managing Government programs.

- Four additional years of related experience will substitute for a bachelor's degree.

- Project Management Certification, e.g., DAU Program Management III or PMP, preferred.

This job operates in both a professional office environment and a field environment. This role routinely uses standard office equipment such as computers, phones, printers/photocopiers, filing cabinets and fax machines as well as military equipment.

TRAVEL REQUIREMENTS:

Travel by auto and plane will be required for this position.
