Job Description:
We are looking for an experienced Bridge and/or Structures In-Service Safety Inspector to execute sign structure acceptance inspection tasks, as well as lead a team of inspectors, supporting Bridge and ITS/Tolling projects in the DC/VA/MD region. You will be supporting a 25-mile extension of a major roadway in Northern Virginia. The position will involve mostly fieldwork, and your home office can be in Virginia, (Centerville, Arlington) or Washington DC near M Street. A vehicle will be provided.

The project will require inspection of the final construction of Bridges, Overhead Sign structures, Overhead electronic systems, tolling systems, and other Intelligent Transportation structures/systems.

You will be providing inventory and acceptance inspections, as well as overseeing other inspectors for various facets of work at the construction jobsite and perform continuous surveillance of assigned inspection activities to ensure compliance with all applicable codes, standards, and specifications, as well as ensuring construction compliance to all safety and quality procedures. You will be required to document any nonconformance and will recommend appropriate resolutions to any non-conformities.

You will be required to supervise, inspect, and respond to Request For Information (RFIs), review documents and submittals for conformance to the client and design-builders requirements, and coordinate and follow-up with the work they are assigned to with the client and Parsons team.

Other duties may include:

- Prepares daily reports and other documentation, as required by contract.
- Verifies that only approved materials are incorporated in the work.
- Collects, reviews and files Certificate of Compliance, MSDS, inspection tags and other information relevant to the materials used.
- Validate appropriate power and communication systems meet device requirements.
- Prepares quality control reports and recommends changes to procedures.
- Reports on installed devices to verify reliability, and compatibility to other ITS/Tolling Systems
- Plans and coordinates all field inspection activities and reviews the work of Design-Builder's Representatives to ensure compliance with owner's requirements.
- Oversee approved device deployment testing and commissioning plan and work with Design-Builder, Concessionaire and owner to resolve issues.
- Documents nonconformance and participates in determining appropriate resolution. public safety.

The Team Leader shall meet one of the following qualification criteria:

Associates degree in an engineering or related technical discipline and 8+ years of related inspection experience on construction projects for bridges or related structures (ITS structures, overhead signs, ATMS systems, tolling systems)
OR
BS Degree in engineering and PE license in VA or ability to get reciprocal license in VA, if in another state or be certified as a Level III or IV Bridge Safety Inspector, and minimum of 5 years related inspection experience on construction projects for bridges or related structures
OR
Certification as a Level III or IV Bridge Safety Inspector under the National Society of Professional Engineer's program for National Certification in Engineering Technologies (NICET) and 8 years of related inspection experience.

Must have the following:
Have a minimum of five-year experience in NBIS bridge inspection
Have successfully completed the National Highway Institute (NHI) training course training course 130056 \\"Safety Inspection of In-Service Bridges for Professional Engineers.\\"
Completed the Occupational, Safety, and Health Administration requirements (OSHA 30); including requirements for working in confined spaces and at heights.

SKILLS/COMPETENCIES:

Must be able to read and interpret plans and specifications, be totally familiar with construction-related processes related to area of assignment, and have the potential to perform in a lead capacity. Knowledge of English grammar and composition, the ability to communicate clearly both orally and in writing; to follow oral and written instructions and prepare written messages and reports. Capability to perform math calculations in order to prepare engineering calculations, graphs and charts. Proficiency with basic computer software (Microsoft Office, Project Management Software and internet search engines (Google)). Requires ability to climb ladders, inspect work above ground, and work in confined spaces. Requires ability to lift up to 50 lbs (i.e. lifting materials used for testing of concrete, AC, etc.).
