Job Description:

 SUMMARY


The Senior Program Manager leads, plans, manages, and oversees the CalCONNECT platform. CalCONNECT is California’s Contract Tracing Data Management platform. The incumbent uses demonstrated expertise in public health informatics, project planning, epidemiology, and communicable disease case investigation, contact tracing and surveillance to plan and oversee long-term projects to improve and enhance case investigation and contact tracing activities in the State of California. The incumbent is responsible for developing and articulating the CalCONNECT platform strategic plans, based on evolving case investigation, contact tracing and data management needs, Departmental priorities, and federal and state funding requirements. This position directs a multidisciplinary team in achieving the program’s strategic goals, while simultaneously ensuring that the CalCONNECT program (system and team) meets the ongoing needs and requirements of state and local public health organizations for routine and emergent disease surveillance, case investigation, contact tracing and reporting activities. The incumbent has full responsibility for the day-to-day management operations of the CalCONNECT platform, including ensuring that policies and procedures to safeguard data security and protection of protected health information are in place; providing informed feedback and recommendations on proposed legislation; and providing input and recommendations to the budget and fiscal planning process.  This position develops and maintains relationships with a wide variety of internal and external stakeholders, on a local, state, and national level.

ESSENTIAL FUNCTIONS



  • Serves as the CalCONNECT Program Manager and provides direction and management to CalCONNECT staff and team members.

  • Leads the CalCONNECT Team strategic planning efforts, including the documentation and on-going tracking of progress towards goals, objectives, and activities, in accordance with evolving case investigation, contact tracing and surveillance needs, Departmental priorities, and funding requirements.

  • Oversees and manages the CalCONNECT team day-to-day activities to execute and achieve strategic priorities, grant objectives, and day-to-day operations.

  • Reviews CalCONNECT budget projections and makes recommendations to Contact Tracing Program Management regarding fiscal matters.

  • On an annual or as-needed basis, develops grant applications, including narratives and proposed budgets; and submits progress reports, as needed.

  • Develops, implements, and maintains strategic governance and funding models to reflect and incorporate operational stakeholders’ needs in CalCONNECT program activities.

  • Oversees and approves CalCONNECT functional release upgrades; reviews and approves change order requests; coordinates planning and testing with technical and program staff; and oversees stakeholder communication.

  • Provides guidance to CalCONNECT staff regarding suspected security and/or privacy incidents; and prepares submissions to Information Security Officer/Privacy Officer when necessary.

  • Maintains relationship and engagement with Accenture and Salesforce, the CalCONNECT

  • Participates in and/or facilitates the CalCONNECT Executive Steering Committee, Local Health Jurisdiction Council, Contact Tracing Program/Project Reporting and Go/No Go meetings.

  • Conducts regular meetings with Team Leads.

  • Coordinates strategic discussions with programs and/or jurisdictions NOT currently using CalCONNECT, to evaluate possible on-boarding to CalCONNECT.

  • Participates in the review and updates of the Memorandum of Understanding and Data Use Agreement Forms.

JOB QUALIFICATIONS


 Education/Experience



  • Master’s Degree in Public Health, required.

  • Focus on infectious disease epidemiology (preferred)

  • Experience in public health informatics and communicable disease surveillance, case investigation and contact tracing

  • Experience in designing, implementing, supporting, and managing communicable disease surveillance systems

  • Experience in successfully managing a multi-disciplinary team including epidemiologists and information technology staff to support an electronic case investigation, contact tracing and communicable disease surveillance program

  • Excellent verbal and written communication skills

  • Experience in strategic planning, grant application development, and meeting facilitation

  • Experience working and coordinating with federal, state, and local stakeholders to achieve a common goal

  • Experience in project management and business analysis to identify and prioritize business and technical requirements.

  • Knowledge of procedures, laws, regulations, and policies of the State of California related to information technology and public health reporting requirements

  • Excellent decision-making skills to independently and effectively analyze situations and provide reasoned recommendations and fair and equitable decision making.

  • Must be resourceful and able to work independently with minimum supervision

  • Ability to establish priorities with a high degree of independence, effectively managing & shifting priorities and time-sensitive projects to meet deadlines and program needs.

  • Excellent organizational skills to set priorities, achieve timely progress on multiple and simultaneous tasks, meet deadlines, maintain a high level of productivity.

  • Skill to interpret, understand and implement complex policy.

  • Skill to exercise independent judgment and discretion in confidential matters.
