We are currently seeking a Senior Business Analyst to join our team in Little Rock, Arkansas (US-AR), United States (US).

Position will require ~50% travel once COVID travel restrictions are lifted.

The successful candidate will work as part of a team providing Business Operations Support (BOS) for a state Medicaid Program. Working under the direction of team manager or business area lead, she/he will actively participate in the delivery of tasks/activities and associated deliverables. Formulate and document objectives and outcomes based on client needs and industry requirements. Function as a liaison between business and technical stakeholders. Ensure state staff and system vendors share a common understanding of business requirements and desired outcomes. Serve as subject matter expert and consulting resource for the organization. Collaborate internally and with state/customer staff to test new functionality within the MMIS; communicate business rules and technical changes to external stakeholders. In collaboration with other NTT DATA SHC consultants, the selected candidate will work directly with state business staff and vendors to support the analysis, planning, design, implementation and evaluation of key system changes, projects and processes to help the client achieve organizational goals.

Responsibilities include:

Develop and present formal presentations to business leaders, vendors and team members, making applicable recommendations
Participate and/or lead in the creation of presentations and other materials for end user training
Interface with state business users and vendors
Attend project and status meetings
Identify and report project issues and risks
Research and provide recommendations to the client on business problems/decisions
Collaborate with team members to provide subject matter expertise and assistance as applicable
Ensure that project identified processes and methodologies are executed and followed as applicable
Analyze business and user needs, developing requirements documentation
Translate stated needs into change requirements
Develop and execute test cases

Basic Qualifications:

Minimum 5 years of experience supporting one or more state Medicaid Programs / MMIS, specifically in Managed Care and Encounters processing
Minimum 5 years of experience with elicitation and verification of business requirements
Minimum 5 years of experience supporting large, complex Medicaid system implementation projects and Medicaid business operations
Minimum 1 year experience in system development methodology and project management principles
Undergraduate degree or 4 years of equivalent combination of education and work experience in Healthcare Payer business analyst

Preferred Skills
Experience working with and/or liaising with Managed Care Organizations (MCOs)
Experience working with and/or liaising with Medicaid Enterprise Systems (MES) vendors

Ability to translate between non-technical business users and technical IT resources
