The Spirit of the Position:
Our Operations Manager position provides operational and administrative management through the dedicated planning and management of all parking meter enforcement and lot collections activities while ensuring that all personnel adhere to all policies and procedures.

This position is located in Bend, Oregon.

Principal Job Duties:

* Understand, implement, and deliver all requirements that are outlined within the contractual agreement between LAZ Parking and our Clients as it pertains to Operating and Managing parking spaces on street, and in garages and lots.

* Enhance parking compliance and maximize potential revenue at parking lots by strategically planning, preparing, and managing the deployment of parking staff.

* Analysis of data to develop optimal routing schedules to provide enforcement and encourage compliance.

* Review enforcement agent productivity daily to determine route effectiveness and agent performance meets/exceeds client expectations.

* Plays critical role in identifying productivity and process improvement opportunities. Then working all levels of employees to implement changes and measuring results.

* Monitor reporting systems and controls to ensure adherence to all policies and procedures.

* Ability to manage department operation and small staff of three to five employees.

* Providing direction and training to hourly staff.

* Create route assignments, scheduling, and coordinating with inventory to ensure enforcement equipment and vehicles are prepared.

* Responsible for interviewing and hiring new employees as needed with assistance from off-site HR team.

* Responsible for training, and discipline of staff of 3-4, performing disciplinary research, having conversations, and issuing necessary documentation.

* At times, availability during non-work hours to answer to client requests or respond to unusual enforcement incidents.

* Help identify high potential employees to support continued organizational growth and development from the staff and department to support our mission of creating opportunities for our employees.

* Responsible for providing direct supervision of the Enforcement Staff including performing on-street site visits to review the effectiveness of supervisor field presence. Make recommendations to improve effectiveness and performance.

* Complete any special projects, programs, or initiatives as requested.

* Create and maintain budgeted payroll and location expenses; make recommendations for increased operational efficiencies.

* Authorize bi-weekly time records and payroll.

* Ensure appropriate department training in the customer service, and the proper issuance of approved parking tickets for vehicles found in violation of regulations.

* Knowledgeable of operational objectives, policies, and standard operating procedures.

* Daily, Weekly, Monthly, and Annual reports as required.

* Responsible for the assisting in the completion of safety and other refresher training courses for the Enforcement staff.

* Additional duties as assigned.

Education:

* High School Diploma required

* BA/BS Degree or equivalent work experience

Experience:

* 2+ years of professional experience in parking management, enforcement, traffic, or transportation management, preferably in a supervisor position

* Parking industry experience required

Skills:

* Ability to communicate professionally and effectively.

* Must possess excellent customer service and a high level of interpersonal skills to handle challenging and at times, emotionally charged situations.

* Ability to speak, read, and comprehend the English language.

* Must be open to feedback, differing opinions and other points of view.

* Demonstrates a sense of urgency and timeliness.

* Demonstrate the ability to seek improvement.

* Excellent teambuilding and interpersonal skills.

* Ability to produce and maintain an acceptable driving record and unrestricted drivers license.

* Microsoft Office, specifically Excel and Word proficiency

* Excellent report writing abilities

* Strong verbal and writing skills

* Must possess excellent customer service and a high level of interpersonal skills to handle challenging and, at times, emotionally charged situations.

* Must possess a valid State Driver s License and a clean driving record.

FLSA Status: Non-Exempt

Physical Demands:

* Willingness to work in the elements heat, wind, snow, rain, etc.

* Ability to lift, push and pull at least 25 pounds.

* Ability to stand, walk and run for extended periods of time.

* Ability bend, stoop, squat and lift frequently throughout a shift.
