Department Overview
The purpose of this position is to provide management and oversight of the key components of (NPR) Net Patient Revenue for OHSU Health (including, but not limited to, OHSU Healthcare, Hillsboro Medical Center (HMC)) and other OHSU affiliated organizations, as applicable. This position will plan and purse optimum reimbursement from Managed Care/Commercial payers, State and Federal payers, including the Inter-Governmental Transfer (IGT) program, and manage the production of compliant State and Federal cost reporting documents, including all annual cost report, S-10 and wage index audits. Cost reporting includes management of internal resources and external cost report experts. Additionally, this position is responsible for monthly assessment of Patient Accounts Receivable (AR), applicable executive level reporting for AR, and annual and long range budgeting of NPR. This position will also manage contract analysis and CDM pricing for OHSU, HMC and other OHSU affiliated organizations. This position is responsible for close coordination and collaboration with other Hospital Financial Services (HFS) teams, Managed Care Contracting, Enterprise Revenue Cycle (ERC), Healthcare Compliance, and Government Relations.

Function/Duties of Position

  1. Directs the preparation, review and settlement of the Medicare and Medicaid Cost Reports for OHSU Health, the activity to secure pass through payments, and the analysis and reporting of regulation changes. Lead design and recommending strategies and coordinating activity required to obtain optimum reimbursement, including coordination with federal and state reimbursement expert. Analyzes and advises on proposed and passed legislation related to reimbursement levels to provide financial analysis and recommendations, such as IPPS and OPPS changes, as well as changes to federal programs such as 340B pharmacy drug programs.
  2. Oversees the monthly assessment of Patient AR for OHSU Healthcare and HMC to ensure accurate net valuation of AR. Provides management reporting of Patient AR key indicators, trends, and variance analysis from prior year, annual budget and rolling forecast.
  3. Oversees the annual and long range budgeting of NPR by major payer, for OHSU Healthcare and HMC, and government pass through payments and deductions. Oversees projects and analyses relating to initiatives or policies related to NPR and recommending strategy for optimum reimbursement.
  4. Oversees reporting and analyses related to the IGT program for OHSU, and the Oregon Hospital Provider Tax program for HMC, and other affiliated entities, as applicable, and any other Legislative matters relating to Hospital finances, including but not limited to: participating in Hospital Association meetings related to policy and implementation decisions, monitoring pending legislation in order to predict future financial impact, and preparing applicable required legislative reports, such as the Community Benefit Report, and annual legislative updates on the IGT program.
