The DCSA-OCIO cyber security mission encompasses the enterprise with cybersecurity systems engineering, systems integration, cybersecurity, and oversight activities of its data management, and related cybersecurity technology efforts.  The DCSA OCIO provides automated information systems and telecommunications in support of the DCSA mission. The OCIO maintains a number of legacy systems and is responsible for the development and implementation of the Enterprise Security System (ESS). The ESS integrates several previously disparate security systems (e.g., USA Learning, DCSASS Insider threat Mitigation Systems, and the National Industrial Security Program Central Access Information Security System (NCAISS)) into a web-server architecture.

Provide Cybersecurity Support Services for all systems operating at all classification levels and includes: Cyber Data Management, Cybersecurity Security Engineering, Cybersecurity Support, Cyber Compliance Support, Cyber Publication Services, Cyber Defense Operations, Cloud Security Engineering, System Lifecycle Risk Management, and Project/Program Management for the contract. These functional areas are applied providing support for up to 7 Information Systems (IS) general enclaves, up to 20 major applications, and 200 minor applications, up to 10 cloud environments, up to 350 IT analyses of hardware and software products annually, overall supporting up to 15,000 personnel.

EDUCATION REQUIREMENTS:


  • Bachelor’s Degree in Information Technology, Information Systems Management or Cybersecurity, or equivalent

BASIC QUALIFICATIONS:



  • At least 5 Years- Program Management and 3 years cybersecurity experience


    • Leading a program of 35+ FTEs in support of growing & maturing enterprise cybersecurity efforts

    • Cybersecurity experience should be in the area(s) of: security engineering, incident response, cyber compliance, DoD RMF/A&A, or cyber risk


  • Knowledge of DoD, NIST, DISA, and other applicable Cybersecurity Policies

  • Possess strong writing skills; experience preparing enterprise wide SOPs, reports for high level officials,

  • Ability to fill in for the PM while the PM is out

  • Demonstrated experience providing concise, professional briefings to senior officials

  • Experience with talent management, to include recruiting, career development, performance evaluations

  • Highly organized and quality driven

  • Experience defining processes and ensuring they are followed; overseeing quality control of team deliverables and products

  • Previous experience serving multiple areas with several customers, ability to adjust staff, workloads, and prioritize efforts in order to meet customer demands and requirements.

Certification(s):


  • PMP Certification REQUIRED

  • IAM Level I REQUIRED

Clearance Level:


  • Active TS/SCI Clearance REQUIRED

WORK ENVIRONMENT AND PHYSICAL DEMANDS: 


  • This is a partial Telework position

  • If alternate worksite is other than DCSA facilities or corporate office space, must have the reliable ability to communicate over voice (cell phone preferred) and stable, capable internet connection.

  • Must speak English well enough to communicate complex technical ideas to a diverse customer both verbally and in written form.
