ROLE AND RESPONSIBILITIES

Summary

This position advises and assists the Program Manager with planning, organizing, and controlling the Transportation Security Administration s (TSA) Specialized Security Training (SST) program from conceptual stages, proposals and through program life cycles to optimize profit and meet marketing, financial, and corporate growth objectives.

THIS POSITION IS CONTINGENT UPON PROGRAM AWARD. POSITION WILL BE LOCATED IN THE NATIONAL CAPITOL REGION, IN THE PROXIMITY OF THE TSA HEADQUARTERS.

Essential Duties and Responsibilities

Assist the Program Manager to manage day-to-day progress of a multifaceted program through constant interaction with the Government customer, subordinate managers and immediate staff, teams of instructors, subcontractor partners, and program support personnel.
*

Advise the Program Manager and help oversee strategic planning, fiscal, operational, procurement, administrative, and human resources management of the program; this position will serve as a principal point of representation and liaison with external constituencies.
*

Provide leadership, mentorship, and evaluate program staff at multiple locations.
*

Help develop and control deadlines, budgets, program schedule and activities.
*

Maintain direct involvement in all modification activities associated with the program.
*

Apply change, risk and resource management to complex program using various tools.
*

Help develop and execute customer contact plans with all key customers including acquisition community, subordinate units, program and government oversight personnel, and other key management personnel.
*

Coordinate and develop financial plans for the program.
*

Collaborate with a wide variety of functional areas such as curriculum development, engineering, marketing, business development, proposals, logistics, operations, contracts/subcontracts, human resources to meet cost, schedule, and performance goals.
*

As required, act as capture team leader for training services to produce FAR-compliant proposals.
*

Analyze and resolve simple and moderately complex problems using project management tools.
*

Provide technical expertise and training to other CAE USA departments in support of program.
*

Help maintain teaming associations with subcontractors on the program and manage subcontractor performance.
*

Prepare, conduct, and run medium to large technical and management meetings with internal and external customers.
*

Proactively provide leadership continual feedback on key program metrics and contract activities using existing tools and feedback mechanisms.

Qualifications and Education Requirements

*

Bachelor's degree in related field. Graduate level coursework desired.
*

8 years practical experience and at least two years of experience managing a major program or department required.
*

Preferred experience in managing training operations and policy and/or oversight of government contracts with the TSA and/or Department of Homeland Security (DHS).
*

4 years managing government or commercial program(s) with budgets in the range of $10M $30M annually.
*

Knowledge of the training systems market and experience managing the development, deployment, and operation of training solutions.
*

Able to reason, plan, direct, and evaluate situations to make appropriate recommendations and take actions beneficial to the program and the company.
*

Able to demonstrate leadership ability with complex reasoning and problem-solving abilities.
*

Ability to effectively present information to customer representatives, CAE USA executive management, and public groups.
*

Excellent Knowledge of performance evaluation and change management principles
*

Excellent knowledge of MS Office; working knowledge of program/project management software is a strong advantage.
*

Excellent leadership and organizational skills.
*

Excellent communication and interpersonal skills.
*

Excellent problem-solving ability.

Preferred Skills

*

PMP Certification.
*

Experience managing the development of proposals.
*

Possess complex financial managerial skills to include budgetary and proposal activities.
*

A basic knowledge of accounting.

Security Responsibilities

Must comply with all company security and data protection / usage policies and procedures. Personally, responsible for proper marking and handling of all information and materials, in any form. Shall not divulge any information, or afford access, to other employees not having a need-to-know. Shall not divulge information outside company without management approval. All government and proprietary information will be accessed and stored electronically on company provided resources.

Incumbent must be eligible for any required Government Personal Security Clearance.
