Employee and Labor Relations (ELR) department works to enhance the relationship between the university and employees by providing direction and guidance on unions, policies, agreements and more. We work closely with both managers and supervisors in Davis and Sacramento to ensure the correct application of policies, procedures and laws are being used to manage a large, diverse, and round-the-clock workforce.

Responsibilities
Under supervision of the UC Davis Health (UCDH) Employee Relations Supervisor, provide executive-level support to the Employee & Labor Relations (ELR) management team. Provide assistance on matters that are confidential, sensitive and complex in nature and which require a high level of analytical skill, attention to detail, independent judgment, initiative, and a high degree of professionalism. Manage the administrative and data needs of the unit, maintain independent oversight of the UCDH Skelly Reviewer process and other specific employee relations functions. Analyze and produce a variety of statistical reports related to the employee relations function. Provide confidential professional support for disciplinary processes and advisory committees. Provide technical assistance, special projects support, and administrative support to the Employee and Labor Relations management team and the employee relations team. The incumbent in this position works with various levels of University management. Work involves a high degree of confidentiality.

Required Qualifications

* Experience working in a confidential human resources environment.

* Experience in an administrative role that includes managing dynamic electronic calendars, coordinating meetings and events, developing reports and acting on the behalf of management.

* Experience providing project management and analytical support while independently managing programs and functions.

* Experience working with Human Resource Information Systems and applications and ability to master new applications as they become available.

* Experience writing, editing, and proofreading, producing correspondence and other written materials that reflect the high standards and professionalism of an executive office; experience editing copy for correct grammar, spelling and punctuation.

* Analytical experience and skills to extract and assess data to provide statistical analysis for management review while evaluating complex issues and problems to independently develop and apply effective recommendations and solutions.

* Analytical experience and skills to review established policies and procedures, data, and situations for conformance with established guidelines.

* Organizational experience in managing work activities, setting priorities, and working effectively to achieve timely progress on multiple simultaneous projects, meet deadlines, and maintain a high level of productivity.

* Organizational and time management skills to manage multiple projects employing broad skills, managing multiple priorities and produce results with varying deadlines.

* Professional experience and political acumen to handle sensitive or difficult situations diplomatically, to represent management with tact and discretion, and to work effectively and sensitively with constituents from diverse cultural backgrounds and perspectives.to maintain discretion, confidentiality, and composure during difficult situations.

* Ability to operate proactively and strategically collaborate with others, working collaboratively and building relationships with individuals at all levels of the organization to find creative solutions.

* Technical skills to effectively utilize the MS Office suite of business software application, Outlook, Visio, Adobe Reader, Internet Explorer, and Netscape Navigator. Skills to work with payroll, recruitment and financial on-line information systems.

Preferred Qualifications

* Experience working in a healthcare and/or hospital environment.

* Demonstrated knowledge and skills to interpret and apply UC and UC Davis personnel policy, procedures, practices and Collective Bargaining agreements between the University and various unions.

* Demonstrated knowledge of employee and labor relations practices, procedures and law, in a HEERA collective bargaining environment.

* Knowledge of University of California system-wide personnel policies and procedures, and the negotiated agreements and labor contracts with UC.Skills to work with the Personnel Payroll System (PPS), PeopleAdmin, Davis Financial Information System (DaFIS).

Special Requirements
This position may be subject to a criminal background investigation, drug screen, Live Scan fingerprinting, medical evaluation clearance, and functional capacity assessment.
