Job Description:

The Commercial Division Business Requirements & Delivery Lead will play a critical role in driving the success of strategic initiatives and new capability launches in the Commercial division growth portfolio. The Requirements & Delivery Lead will keep projects aligned with business outcomes throughout the project lifecycle - from business case development to requirements articulation to business readiness / change management to UAT to post-launch business support. The ideal candidate for this role may have a background in health care management consulting, business analysis, the business side of systems implementations, or process improvement, and will be able to seamlessly shift from strategic to tactical thinking and back in order to keep execution in sync with strategy and customer needs. The ideal candidate will have a unique blend of skills and experience including deep understanding of the employer-sponsored health plan market for all sizes of employers (from small businesses to large self-funded ASO plan sponsors), the ability to translate business objectives into clear business and functional requirements for downstream teams, experience leading and facilitating user acceptance testing, training, and organizational change adoption efforts, and the business acumen / analytical ability to use data and cost/benefit analysis to inform prioritization tradeoffs and solution decisions. This role reports directly to the Senior Director, Commercial Delivery Success (Commercial Division PMO & Go-to-Market).

Responsibilities

- Responsible for defining and documenting requirements related to bringing strategic change initiatives, new capabilities, new products, and new services to market

- Serves as a hands-on Subject Matter Expert representing Commercial division line of business growth objectives, market/ customer experience and expectations, current and future process/ system/ organizational footprint, and cross-functional readiness requirements across all phases of a strategic initiative's lifecycle

- Responsible for contributing to cost/benefit analyses and business cases for strategic and operational initiatives

- Responsible for creating and/or overseeing User Acceptance test strategy, test plans, and test cases aligned with business and functional requirements

- Responsible for creating and/or overseeing the strategy, plan and execution for internal and external solution/capability adoption (including internal training and external market messaging)

- Responsible for engaging the appropriate cross-functional stakeholders to contribute to and sign off on requirements, solution/capability design, and broker/consultant/client/member experience flow

- May lead dotted-line teams of project-funded internal / external resources where appropriate

- Demonstrated understanding of both fully insured and self funded / ASO employer health plan customer needs, including expected service experiences

- Demonstrated ability to work cross-functionally to define and deliver integrated solutions that provide customer value

- Ability to apply strategic / systems thinking to end to end solution design.

- Clear communicator with the ability to translate between sales/strategic planning and operational/IT partners

- Skilled meeting facilitator

- Demonstrated understanding of the end-to-end internal processes, systems and functions involved in delivery of employer health plan sales and services

- Demonstrated history of effectively applying business analysis to appropriately prioritize and scope customer-facing improvements; Excellent analytical and problem-solving skills

- Demonstrated track record of applying influence without authority to accomplish cross-functional outcomes

- Experience crafting messaging about employer health plan products, services and strategic initiatives for various audiences, including consultants/brokers, employers, and internal delivery partners

- Experience with process improvement and creation of scalable, automated processes; familiarity with Lean, Six Sigma, or other process improvement methodologies

- Experience with/ exposure to SDLC and project management methodologies including agile/iterative and waterfall approaches

- Experience with requirements development and documentation (business, functional, non-functional)

- Experience leading and/or significantly contributing to user acceptance testing, training, and org change/ business readiness

- Hands-on leader willing to draft/edit/finalize his/her own deliverables and edit/ refine other team members' deliverables

- Demonstrated track record of creating customer- / user-centric solutions

- Knowledge of Blue Shield of California's mission, vision and strategy and healthcare industry environment preferred

- Healthcare payer experience preferred

- Management consulting background preferred

- Requires 5-7 years of experience in a related area. Bachelor's degree or equivalent experience required; Master's degree in relevant field a plus
