Description

Project/Program Manager (DoD Software Programs)

The successful candidate is a savvy Program Manager, comfortable with multi-tasking, able to translate requirements into team accomplishments and has the technical knowledge needed to span a wide variety of technologies. This Program Manager will be responsible for supporting and managing large software development teams working on a large US Navy program using a Scaled Agile software development methodology. Must interface across the SME's and customers in an environment where the workforce is skilled, valued and specialized in the applications. Serve as the key management link across the programs but with the ability to navigate and understand technical project concepts and challenges. Act as the interface from VSolvit management to the customer at a local level as required. Will oversee staff that handles day to day operations.

As with any position, additional expectations exist. Some of these are, but are not limited to, adhering to normal working hours, meeting deadlines, following company policies as outlined by the Employee Handbook, communicating regularly with assigned supervisor, and staying focused on the assigned tasks.

Responsibilities:

- Ability to understand and gather statuses across multiple programs and multiple SMEs. Leads work towards clarification and resolution of any possible challenges.

- Defines, drives and launches mission-critical strategic and operational goals. Executes recommendation details through to implementation.

- Manages project team, consisting of contractor personnel, to formulate and track task plans and deliverables. Ensures conformance with program task schedules and costs. Identifies, analyzes and defines project/program requirements and scope.

- Responsible for complex program management. Oversees scheduling, budgets, finances, contract management, and deliverables..

- Provides leadership for project analyses, standards and process analyses, and process improvement activities. Identification of CMMI compliance requirements and implement changes.

- Overseas software development efforts including Agile ceremonies and milestones. Helps ensure rigor in software development processes with the use of Scaled Agile / SCRUM methodology.

- Communicates effectively with a wide variety of technical and non-technical audiences.

- Exercises broadly delegated authority for planning, directing, coordinating, administering, and executing many routine and complex projects/programs.

- Acts as technical support liaison for US Navy Customers.

- Knowledge of project financials and contract deliverables, and the ability to work with a dedicated Program Control Analyst.

Because of the Covid-19 Pandemic this role will be remote based with the intention of eventally returning to the Chesapeake VA office as deemed safe. Statues to be updated moving forward. Team is presently working remotely.

Position Requirements

Basic Qualifications:

- Bachelor's degree and 10+ years' experience

- 8+ years of technical software development supervisory experience

- 4+ years' Project Management supporting DoD or other federal information technology and software development initiatives

- United States Citizenship Required

- Must have an Active DoD Secret clearance OR ability to reactive a clearance held within the past 24 months OR ability to have a Secret clearance transferred from another US Government organization

Preferred Qualifications:

- PMP (highly desired) or similar project management related certification

- SCRUM Master Certification a plus

- 10+ years of related technical and supervisory experience

- 8+ years' Project Management supporting DoD or other federal information technology and software development initiatives

- Proven experience in management, and multi-task / multi-function projects

- Background in managing software development projects, and experience with the Scaled Agile Framework. Scrum Master, Product Owner, Release Train Engineer or Lean Portfolio Manager Certification a plus

- Must possess a working knowledge of Department of Defense and/or federal procurement practices.

- Team builder with strong people skills, experienced in creating and maintaining cohesive teams

- Experience in preparing reports and presenting briefings to customer and company executives

- Professional written and verbal communication skills

- Exceptional analytical and problem-solving skills

- DoD with US Navy experience is a plus

- Experience with managing programs containing both front and back end development and multiple teams

- Knowledge of CMMI

- Process analysis and process improvement experience

United States Citizenship Required

Active DoD Secret Clearance or ability to have one held within the past 24 months reactivated.
