SourceAmerica is looking for a talented Contract Specialist to join its Contract Management team.

JOB SUMMARY


Provide full contract life cycle support of Prime and subcontract vehicles such as RFP review and analysis, drafting contract terms and assumptions, negotiation support, risk evaluation, and mitigation. In addition, handle post-award contract management, including contract administration, document management, contract interpretation, advising on compliance requirements, and drafting and negotiating amendments. This position facilitates effective implementation of contract responsibilities within program objectives and requirements. Reviews and resolves all issues effecting Prime and subcontract company compliance and ensures satisfaction of contractual requirements, company, and customer objectives.


ESSENTIAL FUNCTIONS



  • Responsible for day-to-day management and administration of Prime and subcontract requirements.

  • Support company’s administration of agreements with the U.S. AbilityOne Commission or Non-Profit Agencies (NPA) pertaining to the AbilityOne Program.

  • Review RFQ and RFP solicitations and contribute to proposal development in conformity with government agency requirements and company policies.

  • Manage contracts, subcontracts, and cooperative agreements so approvals, extensions, modifications, supplemental funding requests, key personnel notifications, close-outs and other actions are handled promptly.

  • Identify key contract obligations and potential business and legal risks to devise and implement strategies for mitigating risks and resolving contractual issues and disputes.

  • Prepare proposals for final submission to the customer. 

  • Analyze production costs, direct labor hours, overhead rates, proposed bills of material and equipment, and estimated profits/net proceeds for purposes of determining price reasonableness, identify items necessary to meet target objectives, and ensure strong negotiation position for price proposal.  

  • Coordinate approval of negotiations, contracts, and subcontracts with appropriate management staff.

  • Collaborate with internal stakeholder and subcontractors to ensure company is delivering maximum potential to customer and AbilityOne mission.

  • Contribute to Procurement List (PL) management efforts for SA’s AbilityOne prime and subcontracts.

  • Build and maintain supplier relationships; hold suppliers accountable to deliver on contractual commitments.

  • Ensure compliance with appropriate regulations including Federal Acquisition (FAR), Defense Federal Acquisition Supplements (DFARS) and commercial laws, regulations and other applicable guidelines.

  • Coordinate with internal departments such as Operations, Quality, and Finance to ensure contract requirements are fulfilled.

  • Contribute to continuous process improvement efforts.


  • Actively participate in SourceAmerica’s Everyday Performance Management program

  • Cooperate fully with meeting the requirements of the Cooperative Agreement

  • Perform additional duties and participate in special projects as assigned.

 REQUIRED EXPERIENCE



  • Associates degree in a relevant field of study from an accredited institution. SourceAmerica recognizes 1.5 years of experience = 1 year of college, should the candidate not meet the required education

  • 5 years of relevant work experience

PREFERRED EXPERIENCE



  • Bachelor’s degree in a relevant field of study from an accredited institution

  • 7 years of relevant work experience

OTHER REQUIREMENTS



  • Knowledge of FAR and SCA and ability to apply Federal procurement regulations, policies, and practices

  • Knowledge of the AbilityOne Program and key stakeholders is desirable

  • Ability to build strong relationships with government customers, NPA’s, and commercial subcontractors

  • Ability to work independently and manage a high-volume, diverse workload consisting of a wide variety of contract action types, including proposals, SOWs, NDAs, subcontracts, task orders third party agreements, and modifications successfully

  • Ability to exercise business acumen and make thoughtful decisions

  • Commitment to contribute effectively, provide valuable contracting advice to internal business clients, and guide and assist internal clients with comprehending and interpreting business contract requirements

  • Strong spreadsheet skills necessary to generate/validate complex cost/pricing models

  • NCMA Certified Federal Contract Management (CFCM) Certification is desirable

  • Ability to effectively collaborate with individuals and teams across a 400+ organization with a national footprint

  • Proficiency in MS Office including Excel, Outlook, PowerPoint, and Word

  • Strong interpersonal skills and ability to build and maintain relationships

  • Strong oral and written communication skills, including grammar and proofreading skills

  • Strong organizational skills

  • Capable of working independently and solving problems under time pressure

  • Flexible schedule and some travel required during certain time periods
