The Director of CapEx Management directs a team of multi-discipline engineering managers. The
team is organized into two groups:
(1) The Capital Estimating Team is responsible for development, planning and preparation of detailed capital cost estimates for all Avangrid wind, solar and storage projects. Manages scheduling, risk management and resource planning to support the development and construction of greenfield and repower renewable power projects. Works closely with internal and external resources addressing multi-year budgeting and construction cycles.
(2) The RFP Analysis and Coordination Team is responsible for supporting the RFP process for engineering and design agreements, construction agreements and equipment supply agreements. Manages the development of RFP documentation, bidding strategies, and identifying qualifying bidders. Coordinating with Engineering on gathering necessary specifications, developing the required scope of work (SOW), standards and specifications to be followed for all wind, solar and storage projects.
Also supports the evaluation of bid responses by the Project Management and Engineering teams to insure bids are compliant and consistent. Review cost proposals and actual cost reports from completed projects to establish standard summary data cost reports and variance analyses.
In summary, the Director of CapEx Management directs internal and external resources to achieve results while coordinating requirements and deliverables with multiple internal and external entities including the development and preparation of detailed project capital cost estimates supported by the preparation evaluation of bids all aspects of project procurement and construction.
Responsibilities
MAJOR ROLES AND RESPONSIBILITIES (Scope of work - range of responsibilities):
Accountabilities of the Director of CapEx Management include: Directing Team of construction professionals. Supports the development and construction of all Avangrid Renewables On-shore Wind, Solar, Battery Storage, and Re-powering projects Direct the development, planning and coordination of detailed cost reports, and wind/solar/storage generation capital cost estimates. Direct bid package preparation for all contract and equipment bid processes and bid evaluation for late stage / high priority development projects to support project approvals and construction activities. Serve as a member of the Projects management team which oversees all implementation activities for assigned renewable energy projects. Direct and provide oversight of external professionals who provide technical expertise and project support through development, design, construction, and operations. Ensure all relevant internal controls are followed and develops new controls as needed. Direct project teams to support capital estimating, bidding and evaluation for development and construction projects. Ensure an effective transition from development through investment approvals, into construction. Develop effective relationships with equipment suppliers, engineering consultants and construction contractors.
Skills and Requirements
Education & Experience Required:
Bachelor's Degree in electrical engineering or equivalent combination of education and experience. 10 years of experience in project cost estimating, engineering and/or construction desired. Candidates with fewer years of experience may be considered based on specific areas of expertise. 5 years' experience managing a team of construction professionals. Experience in a broad range of renewable energy projects (wind, solar and energy storage) or other power generation development, design, cost estimating or construction. Broad knowledge of different aspects of renewable projects such as wind turbines, solar panel and inverter selection, battery system components, EPC contracts and equipment procurement. Working knowledge of consulting services and EPC construction contracts.
Skills/Abilities:
Demonstrated oral and written communication skills. Ability to understand technical documentation related to renewable energy projects such as scope of work documents, interconnection agreements, facilities studies, permitting documents, local codes and regulations, civil and electrical construction specifications, and reliability standards and requirements. Proficiency using personal computer tools such as MS Office, Word, Excel, Primavera, MS Project, Visio, AutoCad, SAP and other database managements systems.
Planning & Organizing Ability to analyze technical problems, providing creative solutions when required. Experience in managing projects from development phase to construction. Managing scope definition, contract negotiation and overall tendering processes through to work completion. Experience in managing teams of construction professionals. Experience working in a team and delivering against aggressive targets and reporting requirements. Pro-active and diligent approach to work activities. Ability to manage and prioritize workload effectively. Strong communication and negotiation skills with the ability to communicate with people at all levels of the organization and to deal with third parties, project teams and consultants. Excellent report writing and presentation skills.
Internal and External Relationships Develop and maintain a strong relationship with the rest of the Avangrid Renewables departments. Develop and maintain a strong relationship with the Business Teams and Directors involved in Development, Construction, Procurement, Origination, and Operations in order to understand their needs and to solve properly their requests. Develop and maintain strong relationships within Avangrid Renewables and Iberdrola to create and maintain an effective communication and implementation of all those best practices to be followed in the design of renewable projects. Develop effective relationships with equipment suppliers and EPC contractors to ensure an updated knowledge of their latest technical and commercial developments. Provide technical support, as required, to the Development teams.
