We are currently looking for a Director, Data Governance to join Thales in Irvine, California. Reporting to COO, The Director, Data Governance (DDG) ensures that the data policy of the Business Line is compliant with the various data privacy regulations, in particular CCPA and GDPR. This newly created position for the Business Line will establish data governance program for the business line satisfying regulatory and internal audit requirements.

The DDG will make sure action plans are established and implemented on time, and updated and followed through as the business evolves in the future. This requires management and coordination among different areas of the business such as bids and program management, product policy, legal, engineering, production IT and Cybersecurity. This position will establish a mindset of privacy by design across business line. Drive awareness and education among all levels of employees to ensure data privacy compliance and a mindset to drive a culture of proper handling and protection of data in the framework of regulatory and customer requirements.

Key Responsibilities:


  • Establish and maintain data privacy and governance program strategy and roadmap in line with changing environment, regulations and risk

  • Engage cross functional teams to deploy data governance roadmap and ensure compliance with data governance requirements

  • Establish and maintain data inventory

  • Establish and maintain data process and data flows

  • Alignment with Production IT to ensure data governance requirements are satisfied

  • Ensure all stakeholders in different functions have clearly defined data privacy responsibilities and held accountable for execution

  • Implement and manage DSAR (Data Subject Access Requests) tool and processes (analysis, testing and deployment)

  • Accountable for internal audit follow up, action plan execution and drive accountability across action owners

  • Plan and manage Multi Year Data Privacy Budget

  • Engage Product Policy and Engineering teams to develop products that have architectures and processes that are compliant with data privacy and governance requirements

  • Complete compliance assessment for all programs &platforms and schedule/prioritize remediation actions

  • Implement necessary tools to validate products and solution against data privacy and governance requirements during bid process

  • On top of leading Privacy by Design initiatives (workshop, training, processes etc.) ensures that these are documented to satisfy regulatory obligations

  • Work closely with Legal and Contracts team to build necessary clauses and conditions into the contracts to reflect data privacy

  • Conduct periodic data audits with suppliers whom we have entrusted to process our data are in line with the contractual obligation and applicable data governance regulations

  • Prepare periodical reports and updates to upper management

Skills and Experience:


  • Bachelor’s Degree with 10+ years’ experience working in a large complex business, or Master’s degree with 8 years’ experience

  • Experience with implementation of regulatory requirements such as GDPR, CCPA

  • Track record in a similar role having set up of data governance program with focus on privacy

  • Understanding of cybersecurity and controls

  • Experience in conducting assessment for data governance and compliance

  • Ability to read and reflect on contractual obligations from data governance perspective

  • Ability to read and document technical process flows with a focus on data

  • Experience with project management preferably delivering large scale change process including multiple functions

  • Excellent verbal and written communication

  • User of Microsoft Office tools Excel, Word, PowerPoint, MS Project

  • Ability to build teams and influence outcomes without direct line of control

Preferred Skills and Experience:


  • Certified Information Privacy Manager (CIPM)

  • Certified Information Privacy Professional  (CIPP/US)

  • Certified Information Privacy Professional ( CIPP/EU)
