Job Description:

This Job Announcement is to fill 1 Purchase/Procurement Agent 3 position in the ADM (Finance-Procurement) Division and is open to the PUBLIC.

Position Duties:

Under the direction of the Procurement Director/Agency Procurement Officer, this position serves as lead person who p lans and executes procurement strategies that are designed to maximize customer satisfaction and minimize cost. The position will be responsible for life cycle contract management and establishing performance guidelines to awarded suppliers, conduct regular checkpoints to validate achievement of performance targets and maintain productive relationships between agency and suppliers. Position may supervise, guide and/or instruct the work assignment of the Procurement Staff. May manage purchasing card program. Develops and maintains effective working relationships with internal and external stakeholders.



  • Develops and assists other Procurement Team with solicitations to include Request for Quotes (RFQs), Request for Proposals (RFPs), Request for Information (RFI), Request for Qualified Contractors (RFQC) and other solicitation documents based on specified sourcing strategies.

  • Checks and corrects issues with technical writing such as clarity of specifications and grammatical errors.

  • Conducts the technical writing of solicitation documents in compliance with applicable laws, policies, and procedures.

  • Establishes and or maintains the inventory control systems and a records retention and disposal system.

  • Manages and maintains all contractual records and documentation

  • Establishes checkpoints to ensure supplier performance and accountability

  • Maintains state required certification and professional knowledge of the procurement field.

  • Complies with the Georgia Procurement Manual, procurement rules, and regulations.

  • Understands legal implications and possible complications. Identifies and attends appropriate training related to procurement field.

  • Evaluates and monitors contracts performance to ensure compliance with contractual obligations and to determine need for changes.

  • Supervises and plans the work of staff in performing procurement responsibilities.

  • Provides staff with clear performance expectations and objectives.

  • Tracks and reviews established metrics to provide constructive feedback and evaluate the performance of staff.

  • Assist with development of negotiation strategies based on vendor response and market analysis to identify possible outcomes.

  • Assist Agency Procurement Officer with leading negotiations with selected vendors

  • Guides the strategic sourcing team to award the contract to the most qualified vendor.

  • Utilizes computer skills to create, manage, analyze, and document sizable datasets and /or research information.

  • Prepares technical or statistical reports.

  • Manages category(s) and contracts on an on-going basis in accordance with the overall category procurement strategy and priority targets.

  • Sets sourcing strategy based on overall procurement objectives, customer needs, supply market dynamics, technological changes in the marketplace, and other relevant factors.

  • Establishes work plans and identifies key members for solicitation team. Compiles and analyzes data.

  • Serves as central point of contact for customers and vendors.

  • Facilitates communication of solicitations in accordance with established formats and timeframes.

  • Answers protests and/or vendor questions for specific solicitations in accordance with established timeframes.

  • Ensures that customer service standards are met in all procurement activities for category(s).

  • Intermediate level proficiency, at a minimum, in using Microsoft Outlook, Excel, Word

Salaries for Current State Employees will be in accordance with State Personnel Board Rules

Minimum Entry Qualifications:

Bachelor's degree in business administration, public administration or a directly related field from an accredited college or university AND Two years of experience in a purchasing environment

OR Six years of experience in a purchasing environment

OR Two years of experience at the lower level Purchase/Procurement Agent 2 (FEP021) or position equivalent.

Note: Some positions may require certification. Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis

Priority Consideration: Priority consideration will be given to those who have State of Georgia government experience with contract management and a Current Georgia Certified Purchasing Associate (GCPA).

  • Working knowledge in PeopleSoft Financials 9.0 to include eProcurement, Purchasing, Sourcing, and Supplier Contract modules


  • Minimum of three years of government experience preparing, posting, awarding RFQs and RFPs


  • Working knowledge, intermediate level or higher, for using Microsoft Outlook, Word, and Excel

Note: All candidates who are selected for an interview may be required to complete an assessment/exercise during their interview process that will measure the following Essential Criteria:



  • Working knowledge in PeopleSoft Financials 9.0 to include eProcurement, Purchasing, Sourcing, and Supplier Contract modules

  • Government experience preparing, posting, awarding RFQs and RFPs

  • Working knowledge, intermediate level or higher, for using Microsoft Outlook, Word, and Excel


Preferred Criteria:



  • Certified Professional Public Buyer (CPPB) or Certified Professional Public Officer (CPPO)

  • Georgia Certified Purchasing Manager (GCPM) Certification

  • Supervisory or Team-Lead experience

  • Experience posting and utilizing the Georgia Procurement Registry

  • State of Georgia government experience with contract management

  • Current Georgia Certified Purchasing Associate (GCPA)
