This Requirements and Acquisition Analyst position requires a working knowledge of the Joint Capabilities Integration and Development System (JCIDS) process, and the technical background and experience, to provide OSD Operational Energy management advice and support, in the infusion and integration of Operational Energy concepts, and planning, into the acquisition of all new and upgraded weapon systems. This position includes working across OSD, the Joint Staff, and the Services to ensure Operational Energy Key Performance Parameters (KPPs) and Energy Supportability Analysis (ESAs) are addressed in future weapon systems and their sustainability, individually and as part of U. S. joint capabilities. The incumbent must further be able to integrate Operational Energy issues into force planning and campaign modeling tools, Defense Planning Scenarios, wargames, JCIDS, and the Defense Acquisition Management System. The incumbent must poses the capability to maintain programmatic oversight for a portfolio of acquisition projects; track monthly status reports, outstanding actions, and performance metrics; analyze and monitor funding and scientific breadth of research programs implemented; and conducts systems trade- off and technical analysis for emerging, ongoing, or completed Operational Energy issues within the requirements documents and acquisition programs. The incumbent also must be proficient in producing assessments and analyses of pre- and post-Milestone B MDAPs and other acquisition program of interest to the ASD, focused on Operational Energy requirements, metrics, and issues. Incumbent should have demonstrated facility for written communications.
10+ years' experience supporting the US government with 3+ years' experience in JCIDS on the Joint Staff or MDAP oversight on Service Headquarters or OSD staff
Knowledge of DoD organization and structure; Chairman of the Joint Chief of Staff Instruction 3170.01G; and DoD 15000.02, Operation of the Acquisition System
14+ years' experience with 4+ years' experience in JCIDS on the Joint Staff or MDAP oversight on Service Headquarters or OSD staff
Military background desired; DAWIA Certification in Program Management, Systems Engineering, or Test and Evaluation.
Bachelors degree in engineering, science, math, technical or management. Master's degree preferred.
Active Secret clearance required. Tope Secret clearance with Special Compartmented Information (SCI) access desirable
