The OVA maintains substantive oversight and joint supervision with the Field Offices for the Victim Specialist positions. Victim Assistance Program Specialists (VAPS) provide substantive guidance, support, consultation, technical assistance and oversight to the FBI Victim Specialists (VS) serving in FBI field offices and resident agencies. Each VAPS is assigned regionally and available on a rotating 24/7 on call basis to assist the field Victim VSs in assessing and triaging cases, to discuss victim issues and ensure compliance with the Attorney General Guidelines on Victim and Witness Assistance. VAPS conduct on site program evaluation visits, are available by phone and lync call, and host seminars, meetings, and roundtables on various victim assistance topics. Additional selections may be made from this announcement to fill positions within the same division when the position includes substantially the same duties, responsibilities, and qualifications. The mission of the FBI is to protect the American People and uphold the Constitution of the United States. Major Duties: GS-13:
- Provides expert advice and consultation to VS personnel and other employees on issues related to internal policies on victim assistance.
- Identifies Victim Assistance Program needs through ongoing qualitative analysis of Victim Specialist work and with regular contact with Victim Specialists their supervisors, other field office personnel and OVA management.
- Reviews and assesses emergency aid requests from the field, according to Emergency Victim Assistance Fund guidelines; assists with emergency travel, lodging, replacement of critical personal items, and other crisis intervention services.
- Conducts training to new Special Agents, Victim Specialists and other personnel.
- Participates in federal working groups that address the development of policies and practices that will enhance the treatment of victims in the federal criminal justice system.
- Develops and reviews a variety of analytical studies to improve the effectiveness and efficiency of program operations.

- Providing information on and assistance with access to FBI victim assistance resources, with primary focus on provision, of services to child victims, victims of violent crime, victims with special needs, and those who are especially vulnerable and/or traumatized.
- Providing crisis intervention, including technical assistance regarding the de-escalation of situations; establishment of physical and emotional safety; provision of basic and emergency needs; and-reinforcement of the victim's ability to make choices regarding possible courses of action.
- Developing and reviewing analytical studies to improve the effectiveness and efficiency of program operations.
