Position Requirements
The Consultant will perform a variety of tasks and submit to California Department of Tax and Fee Administration (CDTFA) the Deliverables necessary to prepare and support CDTFA and Centralized Revenue Opportunity System (CROS) in all Organizational Change Management(OCM) activities during the CROS system implementation. The following are the primary tasks and Deliverables the Consultant will perform:

a) Advise and assist CDTFA in developing process change strategies, communicating the change, engaging stakeholders, measuring performance, monitoring readiness for change, organizing for change and planning for CROS transition.

b) Identify roadmaps for people, processes, and tools to reach target models/structures by rollout. The topics for the roadmaps must include, but are not limited to the following:

1) People: The Consultant will assist CDTFA to establish a list of affected roles, duties, locations, areas of responsibility, nature and levels of impact, and recommendations; provide guidance to identify training gaps and opportunities, define the training needed, develop training strategies, and target job prerequisites. The Contractor may utilize templates to define various "to-be" organizational structures and advise the CDTFA management and staff with choosing the roadmap to follow.

2) Processes: Provide guidance as to how CDTFA should identify changes to existing process steps, inputs, outputs and/or service levels, identify barriers and activities that impede migration to the "to-be" processes and provide suggestions for corrective action.

3)Tools: Provide guidance to CDTFA on how to prioritize and align remaining or new tools to reach the target model and structure by rollout.

c) Assess the gaps, magnitude and impact, and readiness of the change. Develop a resource and implementation plan that supports the roadmaps and to mitigate risks/obstacles.

d) Assist CDTFA to develop OCM metrics and reports. Track and report key indicators for monitoring of effective organizational and cultural business change(s) by performing data collection and provide feedback analyses. Develop reporting mechanisms (dashboards, reports, etc.) to track progress, quickly identify and resolve issues.

e) Assist OCM team to implement OCM changes.

f) Assist OCM team to develop OCM messages to build support for changes.

g) Assist CDTFA to develop and gain approvals on OCM plans and documentation.

h) Prepare a change management close-out written report per rollout, conduct session covering change management lessons learned; and participate in Project close-out sessions convened by CDTFA management.

i) Review and provide feedback on approach to internal and external user outreach, communication and training.

j) Review and provide feedback on overall CDTFA and Contractor staffing needed to support OCM activities.
