Innovative Defense Technologies (IDT), provider of automated software testing, data analysis, and cybersecurity solutions for complex, mission-critical systems in the US Department of Defense (DOD), is seeking a Deputy Chief Engineer to be based in our Arlington, VA and San Diego, CA offices.
Overview:
The Deputy Chief Engineer will supervise requirement elicitation, design, implementation integration and test of software solutions delivered by multi-disciplinary teams to support DoD customers. The main role of the Deputy Chief Engineer is to participate and manage the software engineering process from requirement elicitation through product delivery. Throughout the entire process, the Deputy Chief Engineer verifies the delivery is executing according to plan, adjusting and acquiring resources as needed.
Deputy Chief Engineer responsibilities include eliciting and documenting user requirements and defining system functionality. The Deputy Chief Engineer is also responsible for developing project schedules and cost baselines and verifying project teams meet required deliverables within cost and schedule baselines. This role also requires familiarity with writing in various languages, like Java, JavaScript, and Python and deploying that code to a Kubernetes framework. The ideal candidate is experienced with all elements of the software development life cycle (SDLC) from preliminary system analysis to tests and deployment.

Responsibilities Include:
Interact with customers to elicit requirements and document agreements
Brief Business Area leadership on project cost, schedule, and technical progress
Software architecture development including hardware and software interfaces between software components
Lead multi-disciplinary teams to deliver component requirements
Oversee integration Java, JavaScript, Python, and C++ applications into a single customer solution
Lead software deployment to containerized environments like Docker using orchestrators like Kubernetes
Review new software enhancements designs with UML primitives
(SD applicants only) Lead lab-based test and integration activities at IDT in San Diego, CA and on-site in customer labs in Southern California
(VA applicants only) Lead lab-based test and integration activities at IDT in Arlington, Virginia
Conduct technical review presentations for customer review and feedback
Minimum Required Qualifications:
Minimum 7 years' experience in software engineering
B.S. in software engineering, computer science, or related field
Required Skills:
Strong verbal and written communication capability, to include presentation to internal and external stakeholders
Project management skill to include cost, schedule, and technical performance estimating and measurement
Experience designing software with UML primitives: sequence diagrams, class diagrams, and activity diagrams
Software architecture and design including common software design patterns
Requirements elicitation, management, tracking, and auditing
(SD Applicants Only) Ability to work on-site in San Diego, CA facility and travel to customer sites 25% of the time
(VA Applicants Only) Ability to work on-site in Arlington, VA facility and travel to customer sites 10% of the time
Familiarity deploying containers to docker utilizing Kubernetes based orchestration software (e.g. OpenShift and Rancher)
Preferred Skills:
Earned Value Management (EVM) project execution and adjustments
Familiarity with foundational networking concepts such as routing, switching, identity services, intrusion detection, and firewall
Familiarity deploying virtual machines in VMWare vSphere environments including networking configuration
Familiarity designing complex software development environments including submodules, remote dependencies, and mixed-code deployments
Familiarity with CANES, GCCS-M or Aegis system design is desired
Familiarity with CANES, GCCS-M, or Aegis software is desired

Pay Range*: $132,300 - $231,000 or $162,450 - $273,000
