Reports To: RavenTek Program Manager

Location: Washington, D.C.

Schedule: Variable shifts within a 24X7 Workcenter: 1st shift (6am-2pm)/2nd shift (2pm-10pm)/Overnight (10pm-6am) – Weekend days may be required depending on shift assignment

Hours: Full-time, 40-hours/week

FLSA Status: Salaried - Exempt


Position Summary

The Operations Specialist/Watch Officer, Mid-level assists senior watch officers in performing a variety of unusual complex analytical, research and reporting duties relative to evaluating information for events occurring or have the potential to occur within the security/emergency management environment. The incumbent provides analytical information that requires coordination with the intelligence community, Federal law enforcement community, and international organizations, which is used towards USAID policy and procedural development, and creating strategies related to intelligence information-sharing and threat assessments. This position supports the mission of the United States Agency for International Development (USAID) Bureau for Management (M Bureau) by providing administrative, analytical, and technical support to USAID, M Bureau, and select Operating Units (OU). The performance of this position is key to RavenTek's performance on the USAID Vetting contract, and therefore RavenTek's mission to support the USAID.


Essential Duties and Responsibilities

  • Provides supervisory responsibility of the Junior Level Watch Officers on their assigned shift.
  • Assist leadership by maintaining a common operating picture for the Command Center, follow the directives and guidance provided by chain of command, Laws, Regulations, ADS, SOPs.
  • Assists in responding to leadership requests for information, notifications, briefings, shift reports, and monitoring and tracking events.
  • Monitors open-source intelligence, news media, and DoS cables.
  • Maintains an active control and reporting on all activity logs and requests for information.
  • Coordinates requests for information from leadership, employees, and partners organizations.
  • Assists in advising USAID leadership on the timing, scale, and scope of the USG Biological incident, Fallen Colleague response with emphasis on operational planning and emergency implementation.
  • Accomplishes critical work related to the conceptualization, design, documentation, and/or management of programs and/or projects that focus on the operational aspects of the task force.
  • Evaluate mission-specific and/or centralized response programs and projects.
  • Evaluates options and develops specific operational plans appropriate to the emergencies impacting USAID operations worldwide, including biological incidents.
  • Manages the agency's emergency initiatives through inter-agency response strategies, developing timely program and operations implementation and evaluating the effectiveness of these programs.
  • Manages and coordinates with other U.S. Government agencies involved in the COVID-19 and emergency response from operations and policy perspectives.
  • Regular communications and interaction with principals in the Department of State (DOS), Office of Personnel Management (OPM), the Center for Disease Control (CDC) and other executive branch agencies.
  • Assist the Senior Watch Officer with the design and development of new programs/projects, including initial reconnaissance of projects, preparation of scopes of work for feasibility studies.
  • Under senior supervision reviews program/project proposals for economic, financial, technical, social, and environmental soundness; and recommends or takes appropriate action.
  • Integrates with Programs to identify priorities and direct/re-prioritize support.
  • Provides advice and guidance on operational challenges facing an agency having responsibility for crisis response with international scope and impact, such as justifying or settling matters involving a significant program policy in the arena of safety and security, logistics, overseas administration, and continuity of operations.
  • Enter actual time worked, once complete, at the end of the day, or no later than 10:00 a.m. the following workday, and submit timesheets at the end of each pay period.
  • Complete and submit Monthly Status Reports (MSR) to the Project Manager by COB on the last working day of the month.
  • Complete required compliance training as assigned.
  • Monitor and respond to RavenTek email a minimum of 3 times per week.
  • Other duties as assigned.

Qualifications, Knowledge, and Critical Skills

  • Knowledgeable on agency contingency plans and COOP plans.
  • Capable of sending Emergency Notifications.
  • Must be able to perform in a high stress environment.
  • Must have strong Research skills.
  • Must be able to plan, develop, organize, and conduct special research studies providing comprehensive assessments of broad, exceptionally complex, or highly sensitive issues within the assigned area.
  • Capable of developing methods for evaluating the validity, accuracy, and reliability of a broad array and high volume of information, for translation into intelligence relevant to the organization.
  • Strong verbal and written communication skills.
  • Must be capable of articulating thoughts, ideas, and opposing points of view through all forms of communication with both internal and external government agencies to effectively carry out the duties of this position.
  • Must be proficient in crafting all types of correspondence that reach their target audience with clarity and comprehension to include the senior management level.
  • Must be skillful in giving briefs, guidance, and methodologies to a diverse audience.
  • Must be organized and detail-oriented and will be accountable for high standards of precision in their work product.
  • Must demonstrate proactive approaches to problem-solving with strong decision-making capability.
  • Must demonstrate a good attitude and be capable of maintaining individual skill sets.
  • Position requires motivation and ability to work effectively in a demanding, time sensitive and oftentimes charged environment.
  • Proficient in utilizing intelligence related automation to support analytical efforts and product development.
  • Must have basic skills using Microsoft and Google Suite Products (Word, Excel, Power Point) and be able to learn new software as the situation dictates. (Certificates in google suites is a plus)

Education & Experience

  • Bachelor's degree preferred, but not required with extensive knowledge in the Counterterrorism field.
  • Must have a minimum of 2 years of experience in military, law enforcement, security, or intelligence operations with US Government agencies at the GS-11/12 level (or equivalent).
  • Geospatial imagery experience is a plus in SCRY, Gotham, ARCGIS.

  • Must be a U.S. Citizen
  • Must possess and maintain a Secret security clearance (Tier 3)

Work Environment

Employee will be working indoors in an office environment with other people. Potential moderate temperature fluctuations. Typical indoor and computer related noise level, and typical office, paper, and equipment related dust. Exposure to video display terminals occurs on a regular basis.


Physical Demands

Employee needs to be able to sit at a workstation for extended periods; use hand(s) to handle or feel objects, tools, or controls; reach with hands and arms; talk and hear; see to read printed materials and computer screens; mobility to work in a typical office setting. Must be able to effectively communicate with others verbally and in writing. Must have the ability to work on desktop or laptop computer for extended periods of time reading, reviewing/analyzing information, and providing recommendations, summaries and/or reports in written format. Employee may be required to occasionally lift and/or move moderate amounts of weight, typically less than 20 pounds. Regular and predictable attendance is essential.
