Summary:
Performs budget management analysis tasks such as financial and economic analysis/control, program/budget documentation, and financial and budget administration. Performs cost analysis management tasks such as cost research, cost estimating, earned value management (EVM) system implementation and analysis, enhancement cost analysis, evaluation of proposals and cost analysis.

Essential Duties and Responsibilities Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position

1. Thorough knowledge of the DOD Planning, Programming and Budgeting process and the USAF weapons acquisitions process is required.
2. Assists in performing budget and financial analysis, obligation and expenditure forecasting, funds management and development of program/budget documentation.
3. Demonstrates experience in cost estimating and analysis of missiles, munitions, electronic systems, delivery vehicles, targets and range systems.
4. Applies knowledge of estimating and analysis in the preparation of most probable cost estimates, sensitivity analysis, source selection evaluations, cost analysis, cost benefit evaluations, economic analysis, programmatic risk assessments, Cost as an Independent Variable (CAIV) analysis, Analysis of Alternatives (AOA), analysis of Earned Value Management (EVM) data, operating and support cost evaluations and contractor proposals/change orders.
5. Projects financial impact of government contracting decisions.
6. Assists in evaluating contractor cost management tracking data.
7. Projects estimated costs to completion.
8. Performs cost estimating, cost variance analysis, latest revised estimate analysis, budget analysis and specialized cost research efforts.
9. Develops cost estimating relationships and cost models.
10. Operates standardized cost models such as PRICE H, SEER H, REVIC, ACEIT and spreadsheet applications.
11. Familiar with the Job Order Cost Accounting System (JOCAS)
12. Experienced in the analysis of Cost Performance Reports (CPR), Cost/Schedule Status Reports (C/SSR), Contractor Funds Status Reports (CFSR), Contractor Cost Data Reports and required reconciliation.
13. Other duties as assigned.

Minimum Qualifications
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education and/or Experience:
• Associate's degree/equivalent plus 4 years relevant experience in financial management activities; or BS/BA degree in business or financial management discipline plus 2 years experience, or 7 years relevant experience.
• A Level 3 FM certification may substitute for 2 years experience or Level 2 certification may substitute for 1 year of experience.
Computer Skills:
• Microsoft Office proficiency.
• Must have intermediate level expertise in Word, Excel and PowerPoint applications.

Certificates, Licenses, Registrations, Clearance:
• Secret or ability to obtain and maintain a Secret.
